Breakthrough in satellite remote sensing inspection and disaster emergency monitoring technology

2023-01-10

Recently, the "key technology and application of satellite remote sensing inspection and disaster emergency monitoring of transmission channel under complex environment" led by Dr. Cheng Yongfeng of China Electric Power Research Institute Co., Ltd. won the first prize of electric power technology innovation of China Electric Power Enterprise Federation in 2022. This marks a new breakthrough in the power industry's research on monitoring and early warning technology for typical hidden dangers/disasters of power grids in complex environments. In recent years, floods, geological disasters and hidden dangers of various transmission lines caused by heavy rainfall/typhoon have a wide range of impacts, causing serious losses to the power grid, posing a challenge to power supply protection, and becoming a common issue of concern to the power industry. In order to solve this problem, relying on the national key research and development plan "Construction and demonstration of the precise emergency service system for sky-ground collaborative remote sensing monitoring", China Electric Power Research Institute Co., Ltd. established the transmission line monitoring and evaluation laboratory in 2015, and established the first standardized satellite image sample database (including 94000 samples) of the transmission line body, channel hidden dangers and typical disasters in the power industry, The 3D inspection method of transmission line based on transmission line ontology features and satellite remote sensing is proposed to solve the problem that the existing channel hidden danger manual/unmanned aerial vehicle inspection is greatly restricted by the environment, and it is difficult to take into account the large range and refinement; A transmission line flood monitoring and early warning method based on satellite remote sensing and Beidou is proposed to upgrade the existing heavy rainfall early warning to pre-disaster accurate prediction of the transmission line flood inundation range, post-disaster decimeter water depth estimation and derivative geological disaster risk assessment, providing scientific and quantifiable support for the management department's targeted prevention and emergency command. It is understood that the technical achievements have been applied to the transmission lines and pumped storage power stations of various power grid enterprises such as the State Grid, the South Grid and the Inner Mongolia Power Grid, and have been extended to the Dongshen Water Supply Project, an important national water supply project. The application of monitoring and early warning of hidden dangers in water supply pipelines has effectively improved the efficiency of hidden dangers inspection and the ability to prevent and control natural disasters.
