We have continued to increase support for scientific and technological innovation of enterprises in terms of scientific and technological policies, scientific and technological plans, base platforms, resource opening, etc., and promoted Chinese enterprises to achieve greater improvement in innovation capabilities, innovation levels, innovation contributions, etc. First, improve and implement preferential tax policies that encourage enterprise innovation. Research and formulate policies and measures to support enterprises to strengthen basic research, promote the deduction ratio of R&D expenses of small and medium-sized technology-based enterprises to 100%, and solidly implement preferential enterprise innovation policies. Second, support enterprises to lead or participate in national science and technology projects. We will support backbone enterprises to take the lead in organizing and implementing major scientific and technological projects with clear industrialization goals through such means as "unveiling and taking the lead" and "horse racing system". In 2021, enterprises will lead or participate in more than 680 of the more than 860 national key R&D projects, accounting for 79%. Third, support enterprises to build national major innovation bases and platforms. Relying on enterprises, more than 170 national key laboratories have been established, and 3 national technology innovation centers of comprehensive and 22 fields have been built, as well as 15 national new generation AI open innovation platforms. Fourth, we will make greater efforts to open and share scientific and technological resources with enterprises. By building a national network management platform for scientific research facilities and instruments, 94000 sets of large-scale scientific research instruments from more than 4000 institutions of higher learning were open to enterprises for sharing. Fifthly, we will foster and strengthen scientific and technological enterprises. We will promote the growth of high-tech enterprises and small and medium-sized technology-based enterprises in both quantity and quality. By the end of 2022, there are about 400000 high-tech enterprises and 450000 technology-based SMEs in China. In 2021, high-tech enterprises will account for 0.7% of the total number of enterprises nationwide, contributing more than 70% of the country's enterprise R&D investment and 38.2% of the country's authorized invention patents. At the same time, compared with the requirements of the new development stage for enterprise scientific and technological innovation, there are still some problems in our enterprise scientific and technological innovation. First, the mechanism for participating in national scientific and technological innovation decision-making is not perfect. In the process of national scientific and technological innovation policy formulation, the scope, proportion and voice of enterprises are relatively weak; Second, the mechanism for implementing the national science and technology plan project needs to be improved. The role of enterprises as the problem setter, the respondent and the reviewer is not enough, and the breakthrough force of key core technologies is not strong enough; Third, the incentives for R&D front end and major innovation are insufficient, and the tax policy is insufficient for enterprises to engage in basic research and R&D activities before competition; Fourth, the enterprise's financing and innovation mechanism oriented to the collaborative and efficient industrial ecology is not sound, and the evaluation system of universities and research institutes is not well connected with the urgent need of enterprises to enhance competitiveness through innovation; Fifth, the channels for innovation elements to gather in enterprises are not smooth. There are still obstacles to the flow of talents from universities and scientific research institutes to enterprises, and major innovation bases and platforms need to be further strengthened in terms of enterprise layout and construction.
