Do a good job of vocational education to support the employment dream of the disabled

It is reported that recently, seven ministries and commissions including the China Disabled Persons' Federation, the Ministry of Education, the Ministry of Human Resources and Social Security jointly issued the Standards for the Establishment of Secondary Vocational Schools for the Disabled, which clarifies the basic principles for the establishment of secondary vocational schools for the disabled, as well as the requirements for management, education and teaching. For example, the number of permanent majors in each school is generally no less than 4, the number of students in academic education is no less than 300, and the class size is in principle 8 to 20, This will play a positive role in strengthening and standardizing vocational education for the disabled and improving their employability. The disabled are a special group and equal members of the social family. The data shows that there are 85 million disabled people in China. It is a manifestation of social civilization and our unshirkable responsibility to respect and protect their rights and interests, enable them to have equal and fair opportunities, fully participate in normal social life, and share the achievements of material and spiritual civilization. Employment is the foundation of people's livelihood, especially for the disabled. According to incomplete statistics, there are nearly 18 million disabled persons of employment age in China. By the end of 2021, the employment scale of the disabled with certificates in urban and rural areas across the country has reached more than 8.8 million, and there are still more than 8 million disabled with certificates in the employment age group who have not been employed. This reality shows that there is still an "invisible threshold" for the disabled in the process of employment, and the problem of insufficient employment for the disabled still exists. Labor creates value and employment brings dignity. By standardizing and developing vocational education for the disabled, they can learn a skill, participate in social division of labor through their own efforts and wisdom, realize personal value and create social wealth, which is a key measure to improve the sense of dignity and meaning of life for the disabled. For this reason, the Vocational Education Law implemented on May 1, 2022 mentioned vocational education for the disabled four times, which clearly stated that "the State shall take measures to support disabled education institutions, vocational schools, vocational training institutions and other educational institutions to carry out or jointly carry out vocational education for the disabled". Secondary vocational education is the main way for the disabled to receive vocational education, and also a powerful measure to promote the employment of the disabled. In the past period, due to the practical difficulties such as uneven economic and social development in various regions, the vocational education for the disabled in many places has many problems, such as lack of teachers, insufficient funds for running schools, outdated curriculum and single structure, which makes the opportunities for the disabled to receive vocational education in China less. During the National Two Sessions in 2022, Tai Lihua, member of the National Committee of the Chinese People's Political Consultative Conference and head of the Chinese Disabled Arts Troupe, disclosed a set of data. In China, the disabled population at the age of 15 to 17 years old will reach about 1.5 million, while in 2020, there will be only 17877 disabled students in all secondary vocational schools nationwide. Obviously, the current scale of vocational education cannot meet the needs of disabled youth. To build a moderately prosperous society in all respects, there must be no shortage of disabled people. To promote the employment dream of the disabled, we must strengthen the construction of the vocational education system for the disabled. At the top-level design level, vocational education for the disabled will be taken as a complete work system and incorporated into the overall development of the national vocational education, forming the overall management of the education administrative department. The Ministry of Human Resources and Social Security and the China Disabled Persons' Federation and other departments will be divided within their respective responsibilities
