Internet penetration rate of minors in China exceeds 96%

On November 30, the Youth League Central Committee's Youth Rights Protection Department and the China Internet Network Information Center jointly released the Research Report on the Internet Use of Minors in 2021 in Beijing. The report shows that in 2021, the number of minor Internet users in China will reach 191 million. In 2021, the Internet penetration rate of minors in China will reach 96.8%, 1.9 percentage points higher than that in 2020. The excessive Internet access of minors has improved, and the average online time on weekdays and holidays has decreased compared with 2020. The report shows that the gap between urban and rural minors in terms of Internet penetration rate has been basically closed, but there are still relatively obvious differences in terms of network use, which are mainly manifested in the relatively single Internet access equipment of rural minors, more prominent long-term Internet access, a higher proportion of leisure and entertainment applications, and a lower proportion of learning information applications. According to the report, the video platform has become an important channel for obtaining information, and its impact on the shaping of minors' values deserves attention. Nearly half of the minors obtain information about major social events through short videos and video platforms, and nearly 40% of the minors have encountered adverse or negative information while surfing the Internet. The report shows that the network security environment has continued to improve, and the proportion of minor Internet users encountering network security incidents has decreased compared with 2020. Most minor Internet users will pay attention to new policies and regulations related to the protection of minors' networks. At the same time, there are also some new risks and hidden dangers in network security. Some minor netizens have weak awareness of network security prevention, and online fraud, personal information leakage and other network security traps still exist. With regard to strengthening the protection of minors' networks, the report puts forward relevant suggestions. First, strengthen the protection of the rule of law and improve the security and health of minors' network environment. Second, we will promote the improvement and upgrading of the youth model and play a more active role in preventing minors from becoming addicted to the Internet. The third is to strengthen the network literacy education of minors and improve the Internet application ability of rural minors. Fourth, schools, families, and platform enterprises should do their part to form a joint force for minors' network protection. It is understood that this year's report covers students from primary schools, middle schools, senior high schools and secondary vocational schools in 31 provinces (districts and cities). The report analyzes the trend and problems of minors' Internet use in terms of Internet popularization, network access environment, network use characteristics, education supervision, network security and rights protection, and puts forward targeted work suggestions.
