On November 28, the 47th meeting of the Standing Committee of the 13th People's Congress of Guangdong Province heard the report of the special research group of the Standing Committee of the Provincial People's Congress on the security of disabled children. The report shows that the security work for disabled children in Guangdong has made remarkable achievements in recent years. By the end of October 2022, there are more than 119000 disabled children and adolescents from 0 to 17 years old in our province who hold the People's Republic of China Disability Certificate. Our province has issued the implementation measures for rehabilitation assistance for disabled children, expanding the scope of assistance to disabled children and autistic children who hold disabled certificates or have diagnosis certificates and have indications for rehabilitation services. In terms of education, in 2021, there will be 150 special education schools in the province, the compulsory education enrollment rate of disabled children and adolescents will reach 99%, and the education quality of disabled children will be steadily improved. The research team of the birth defect prevention and control (technology) center, covering all cities and counties, found that Guangdong actively carried out the prevention of children's disabilities. At present, the province has achieved the "two in one" of free premarital examination and prenatal health examination. 83 counties (cities, districts) and Zhongshan City have established a "one-stop" medical examination place for marriage and childbearing health close to the marriage registration office. In order to improve the effectiveness of comprehensive prevention and control of birth defects, a provincial birth defect prevention and control management center has been established, covering 21 municipal and 122 county-level birth defect prevention and control management (technology) centers, and forming a comprehensive prevention and control service model of "provincial guidance, municipal diagnosis, and county screening". In addition, the province has established 64 prenatal diagnosis institutions, 1364 screening laboratories for poverty, 23 screening centers for genetic metabolic diseases of newborns, 1280 blood sampling points for genetic metabolic diseases, and has also improved the screening and diagnosis network for newborn hearing diseases, including 14 screening centers, 1243 screening institutions, and 59 diagnosis and treatment institutions. Focusing on the actual needs of strengthening children's disability prevention and intervention capacity building, the report suggests that governments at all levels should establish and improve the joint conference system for disability prevention, improve the first diagnosis report system for disabled children, and establish a comprehensive information sharing platform for disability prevention. In terms of prevention and intervention of children's disabilities, the report suggests that we should support all regions to establish a pool of experts on disability prevention and comprehensive intervention, promote the research, development and promotion of new technologies and methods for disability prevention and intervention, and carry out extensive publicity and education on disability prevention and intervention based on regular publicity and in combination with such nodes as Disability Prevention Day and World Autism Day. In addition, in order to speed up the expansion of high-quality prenatal screening and diagnosis resources and the balanced regional layout, the report suggests strengthening the construction of maternal and child health service networks at the county, township and village levels, appropriately adding grass-roots service outlets such as streets and natural villages, exploring ways of separation of sampling and screening, and enhancing the accessibility of prenatal health care and prenatal screening services in economically underdeveloped areas and rural areas. The report on expanding the age range of rehabilitation assistance in 7 cities shows that, on the basis of national requirements, our province has expanded the scope of assistance to disabled children and autistic children with disability certificates or diagnosis certificates and indications for rehabilitation services in combination with actual conditions; At the same time, it has broadened the way to apply for assistance. In addition to applying for assistance at the registered residence or residence of disabled children, it can also be submitted at the place where the rehabilitation institution is located
