Although I have worked in the government for many years, I have always been concerned about the countryside, and I really want to do something for the villagers in combination with my own business director. In the past two years, when I went home to visit my relatives, I often heard from my family that a lot of "good young people" had emerged in several villages around me. It was not only a good way to do farm work, but also to take the villagers to get rich and become our close friends and guides. Out of occupational sensitivity, I immediately thought that if we can give them the corresponding recognition and incentive for their technology and achievements, we will certainly encourage them to shine better. Coincidentally, at the beginning of October this year, Shijiazhuang Municipal Human Resources and Social Security Bureau and Agriculture and Rural Affairs Bureau jointly issued the Notice on Carrying out the Application of New Professional Farmers' Professional Titles in 2022. I was very excited when I learned that the idea I had had was about to come true, and farmers could also be awarded professional titles. My colleagues and I carefully studied the spirit of the document and discussed it at several meetings. We consider that there may be two problems in the initial implementation. First, how to let farmers understand the policy and actively participate in it; Second, what detailed and scientific evaluation standards should be formulated to ensure that the talents who work hard in agriculture come to the fore. After several centralized discussions and revisions, we formulated a specific work plan. In order to make farmers believe in and support this work, we put on sports shoes, backpacks, walked into villages and talked about policies for fellow villagers. At the same time, several agricultural technology backbones were selected in the area under the jurisdiction to mobilize them one-to-one and encourage them to participate actively in the evaluation. Li Yongping and Yu Jiang, two farmers in Luquan District, were very interested after listening to our explanation, quickly dispelled their doubts and actively participated in the evaluation. In this way, the work situation has gradually opened, and more and more people are willing to sign up. How to make the evaluation standard more scientific? We have repeatedly discussed with the experts of the Agriculture and Rural Affairs Bureau and decided not to focus on education and papers as much as possible in combination with relevant policies. On the basis of close proximity to agricultural production, we should formulate some quantifiable indicators, such as how much food we have planted, how many cattle we have raised, whether there is technical content and whether the benefits are good, etc. Later, with the cooperation of the Agricultural and Rural Bureau, we completed the identification of the primary professional titles of new vocational farmers, and some applicants passed the examination smoothly. Some farmers who passed the evaluation called and said, "It's like dreaming. I can't mention the excitement". In order to strike while the iron is hot, my colleagues and I continued to sink into the grass-roots propaganda policy. Seeing that someone has already been evaluated, many villagers are eager to try. Qi Shaofei, Lin Huiliang and other 17 farmers soon submitted their application materials. In addition to being qualified and accurate, what is more important is how to bring benefits to the villagers who have been awarded professional titles. Within the scope of the policy, we strive for more benefits for them, such as giving them a one-time subsidy, giving them priority to participate in new technology training, undertaking new varieties, new processes, and so on.
