China and the EU share a common language for coordinated development and security

German Prime Minister Schultz became the first leader of the European Union and the Group of Seven countries to visit China after the COVID-19. As the largest economy in Europe, this move by German leaders to China will undoubtedly release a positive signal for increasing trust and easing doubts, and steadily promoting China EU relations in the post epidemic era. At present, national security factors have spilled over to foreign trade, energy, science and innovation and many other fields, becoming an important consideration for European and American countries to formulate policies. In the face of the overall environment in which internal development is in trouble and the external security environment is deteriorating, Europe has shown a tendency to show its sense of independence through "showing strength". Since the new European Commission took office, it has focused on the strategic sovereignty of development. The EU and its member states have taken adjustment and response in trade, science and technology, competition, industry, digital, climate protection and other fields, committed to improving the resilience of raw materials and supply chains, realizing the diversification of trade partners, and launched a series of new strategies including the "Indo Pacific Strategy". As far as China policy is concerned, Europe has increasingly emphasized the position of "institutional adversary" in its perception of China. At present, it is trying to adjust its strategy towards China, and some policy positions may become stronger. China EU relations are becoming increasingly complex, with significant increases in challenges and uncertainties. In fact, national security is a topic of the times that China and Europe are currently paying close attention to. The report of the 20th National Congress of the CPC has repeatedly mentioned the need for overall development and security. On the one hand, it proposes new development concepts and deploys high-quality development under the new development pattern; On the other hand, it systematically explains the national security system under the guidance of the overall national security concept. Many of the policy orientations, including ensuring food security, improving the resilience and security level of the industrial chain supply chain, accelerating the realization of high-level scientific and technological self-reliance, and carrying out original and leading scientific and technological breakthroughs guided by national strategic needs, share the same language with European ideas such as strengthening scientific and technological sovereignty. However, attention to security elements should not be equated with politicizing normal economic and trade activities, including foreign investment, nor should it lead to an increase in protectionist sentiment and related trade defense tools. From the perspective of China, the report of the 20th National Congress of the Communist Party of China reaffirmed its commitment to the mutually beneficial and win-win strategy of opening up, with emphasis on high-level opening up. Faced with changes in the world, times and history, China has adjusted the relevant strategic layout, and established a new development pattern with domestic circulation as the main body and domestic and international double circulation promoting each other. How to adhere to the development direction of economic globalization and the basic national policy of opening up under the new situation is a focus of international public opinion. In the report to the Twentieth National Congress of the Communist Party of China, China responded to the "decoupling theory" advocated by some foreign media with the principle of high-level opening up, hoping to steadily expand the convergence of interests, build a global partnership of equality, openness and cooperation, expand institutional openness, constantly improve the quality and level of the international cycle, jointly cultivate new drivers of global development, and create an international environment conducive to development and a diversified and stable international economic pattern. There is no doubt that a high level of opening up will also bring more policy dividends to China EU relations in the future.
