Specialization is the key to building a new type of think tank with Chinese characteristics. Think tank research is a highly specialized innovation activity. It requires specialized institutions, platforms, networks, teams, and methods. It is more necessary to open up channels for the application of specialized achievements and form stable institutional arrangements. In recent years, the number of think tanks in China has increased rapidly, covering various fields such as economy, society, politics, science and technology, education, and the rule of law. Their participation in serving the country's economic and social development has continued to increase. From the perspective of the elements supporting the professional development of think tanks, the construction of think tanks in China has achieved remarkable results, mainly reflected in the following six aspects: effective institutional arrangements. In January 2015, the Opinions on Strengthening the Construction of New Type Think Tanks with Chinese Characteristics issued by the Office of the CPC Central Committee and the State Council made it clear that "a new type of think tank system with Chinese characteristics with clear positioning, distinctive characteristics, appropriate scale and reasonable layout" should be formed. At present, the pilot units of national high-end think tanks have established a regular direct docking mechanism with relevant departments. The mechanism for the organic connection between decision-making needs, consulting research and countermeasure research has been initially formed and continuously improved.
