It is an important path to improve the level of urban governance to improve urban operation efficiency through digitalization and constantly solve the practical problems in urban governance. The "Fourteenth Five Year Plan" for National Urban Infrastructure Construction issued recently proposed to accelerate the construction of new urban infrastructure and promote the transformation and development of urban intelligence. Promoting urban smart transformation and development is an inevitable requirement for improving urban management level and operation efficiency, and enhancing urban safety and resilience. For example, the digital, networked and intelligent transformation of the underground pipe network can monitor various risk factors in real time. For another example, the intelligent unmanned service vehicle can identify road damage, unauthorized construction, illegal occupation of fire lanes and other conditions, and timely notify relevant departments for disposal. Promoting digitalization of urban infrastructure construction, networking of monitoring and perception, and intelligent operation management can make urban management more scientific and efficient. Promoting urban smart transformation and development is an important measure to complement the weaknesses of urban public services and improve the quality of life of citizens. Whether it's smart parking with "leaving first and paying later", online consultation without leaving home, smart parks that automatically record fitness data and rankings, and multi event services such as "house purchase, settlement, water and electricity network transfer", smart city construction is closely related to citizens' going out to do business, shopping and rest, which can make urban life more convenient, more comfortable and better. Promoting urban smart transformation and development is also an effective way to promote industrial upgrading and cultivate new economic growth points. The city provides a broad application scenario and innovation space for the new generation of information technology, such as smart pipe network, smart travel, smart community, smart construction, etc., which involves a wide range of industries and has a long industrial chain, helping to drive the application of new technologies, the agglomeration of new industries, and promote the formation of new business types and the promotion of new consumption. In recent years, the Ministry of Housing and Urban Rural Development and the Ministry of Industry and Information Technology have jointly carried out the pilot work of coordinated development of smart city infrastructure and smart connected vehicles in several cities, creating "smart cars", "smart roads" and "smart cities", so that cars, roads, clouds, networks and cities can achieve coordinated development, and build a new industrial ecosystem. On the basis of reality, it has favorable conditions and technical support to promote urban intelligent transformation and development. As of June this year, China's gigabit optical network has the ability to cover more than 400 million households. A total of 1.854 million 5G base stations have been built and opened, and all prefecture level cities have been fully built into optical network cities. However, we also need to see that the construction of smart cities involves a wide range of areas and levels, and there are still many difficulties and challenges to be addressed, such as how to break through cross sectoral and cross hierarchical data barriers and information islands, achieve integration and sharing, and avoid leveling
