He stressed that civilians and civilian facilities should be fully protected and that all parties concerned should facilitate evacuation and humanitarian relief. Nuclear power plants, energy pipelines, bridges and other key infrastructure are of great significance to public security and social stability, and should not be the target of military attacks.
