China calls for all efforts to curb the spillover effects of the Russian Ukrainian situation

Geng Shuang, the Deputy Permanent Representative of China to the United Nations, said on the 21st that all efforts should be made to curb the spillover effects of the situation in Russia and Ukraine, and stressed that all parties concerned should fully protect civilians and civilian facilities. Geng Shuang said during the Security Council's consideration of Ukraine's humanitarian issue that, in the era of globalization, the implementation of comprehensive and non discriminatory sanctions will only accelerate the transmission of the crisis, push up the price of international bulk commodities, disrupt the stability of the global industrial chain supply chain, and make all countries, especially developing countries, suffer from the impact. He said that the international community should work together to maintain the stable operation of the global food, energy and financial markets and remove political obstacles to international economic and trade cooperation. Maintaining and expanding the return of grain and fertilizer from Ukraine and Russia to the international market is very important for stabilizing global grain prices and ensuring the supply of agricultural products. China supports the effective implementation of the Black Sea grain export agreement and the Russian grain and fertilizer export memorandum. He stressed that civilians and civilian facilities should be fully protected and that all parties concerned should facilitate evacuation and humanitarian relief. Nuclear power plants, energy pipelines, bridges and other key infrastructure are of great significance to public security and social stability, and should not be the target of military attacks. All parties concerned should exercise maximum restraint, avoid words and deeds that aggravate confrontation and lead to miscalculation, and prevent the conflict from further escalating and expanding to the edge of more danger. Geng Shuang said that the fierce conflict in recent eight months has led to a serious shortage of material supply in many places, and it is difficult to guarantee basic public services such as water, electricity, heating and medical care. As winter approaches, millions of people, especially vulnerable groups such as women and children, need to rely on humanitarian assistance to maintain their basic livelihood. China appreciates the efforts made by international humanitarian agencies and Ukraine's neighboring countries to alleviate the humanitarian crisis. He said that peace is the fundamental solution to the humanitarian crisis in Ukraine and the only way to achieve long-term stability in Ukraine and the region.
