"Those who win people for the world are called benevolence", from the fourth section of Mencius Teng Wengong. The original text is "If a man is not easy to care for himself, so is a farmer. To divide people with money is to say the benefit, to teach people with kindness is to say the loyalty, and to get people for the world is to say the benevolence." It means that it is the farmers who are worried about the lack of good cultivation of a hundred acres of land. To divide money and wealth among others is to say the favor, to teach others good principles is to say the loyalty, and to find people for the world is to say the benevolence. This sentence describes the debate between Mencius and Chen Xiang, the representative of the peasant school. The peasant school advocates that "goods are all for themselves" and "everything is not for others". Mencius opposes this view. During the debate with Mencius, he used Yao and Shun as the way to govern the country, revealed the common rules of social division of labor, market exchange and government service, recounted the ancient history of world governance and the history of selecting talents and appointing talents from Yao to Shun to Yu, pointed out that people have "labor" and "labor", and theoretically refuted the view of the peasant school that "the monarch and the people work together". There is no distinction between "hard work" and "labor", and "governing people" and "governing people" are just different responsibilities; The person who "governs people" undertakes public affairs is for the public, not for the private, and should be supported by salary. The peasant school's denial of the social division of labor did not work, not only at that time, but also in any kind of society. Mencius, with great concern for the world, gave birth to a strong sense of "getting people for the world". A competent administrator of the "world" must not only care about his personal wealth and his career, and must not only "worry about the difficulty of a hundred acres", but should follow the "lofty" and "turbulent" virtues of God, and "rule the world by following the heavenly virtues". In Mencius' view, there are three levels of benevolent government: the first level is to divide people and give them money and favors; The second level is to teach people to be good and influence others; The third level is to respect the talents and make use of their abilities. As the governor of "the world", the most valuable thing is to become a "benevolent" person who "gets people for the world", to find talents for the world, and then lead all the people to live and work in peace and contentment. However, it is difficult for virtuous people to emerge from the world, and virtuous people may not occupy their positions, so it is said that "it is difficult to get people for the world". It can be seen from this that "where virtue lies, the world belongs to it", and the idea of governing by virtue and ability with the core pursuit of "matching virtue and position" has become the essence of China's traditional political civilization, and the human factor has also played an extremely important role in the history of China's political system. Employing people is the key to governing the country. "Getting people for the world", in fact, is to seek talents to govern the world for the masses of the people.
