Healthy aging has been steadily promoted, and the concept of active aging has gradually become popular. It is reported that by the end of 2021, the elderly population aged 60 and above in China will reach 267 million, accounting for 18.9% of the total population. 1.03 billion people nationwide participated in basic old-age insurance. The basic medical insurance covers 1.36 billion people, and the coverage rate is stable at over 95%. Li Yongxin, deputy director of the Department of Elderly Care Services of the Ministry of Civil Affairs, introduced that since the 18th National Congress of the Communist Party of China, China's elderly care service policies and systems have been intensively introduced, and the construction of the elderly care service system has made great progress. We promoted the full liberalization of the elderly care service market, and successively introduced preferential support policies such as land supply, tax incentives, and financial subsidies. We continued to implement special actions and pilot projects to reform home-based community elderly care services, reform public elderly care institutions, and upgrade nursing homes. From 2012 to 2021, the central government has invested 35.9 billion yuan in supporting the construction of elderly care service facilities. So far, community elderly care services have basically covered urban communities and more than half of rural communities. By the first quarter of 2022, there were 360000 elderly care service institutions and facilities nationwide, with 8.126 million beds, nearly twice the number of beds at the end of 2012. The community elderly care service is more convenient for the people. Zhang Yan, Deputy Director of the Department of Building Energy Conservation and Science and Technology of the Ministry of Urban and Rural Development, introduced that China has taken multiple measures to promote the construction of community elderly care service facilities and provide the elderly with convenient services nearby. In the existing residential areas, in combination with urban renewal work such as the construction of complete communities, we will make up for the shortcomings of elderly care service facilities construction according to local conditions. In the new residential areas, we will promote the synchronous planning, construction, acceptance and delivery of elderly care service facilities. From 2020 to the first half of 2022, about 36000 community elderly care, catering and other service facilities will be built and renovated. The construction and transformation of barrier free facilities and facilities suitable for the old shall be carried out simultaneously in combination with the reconstruction of old urban communities. From 2019 to 2021, local governments will promote the installation of 51000 elevators in existing residential buildings during the reconstruction of old residential areas. Li Yongxin introduced that the focus of China's efforts to promote the development of elderly care services has been shifted to home-based communities. Guide and promote the construction of neighborhood (township) regional elderly care service centers and community embedded elderly care service institutions. By the first quarter of 2022, there are 320000 community elderly care service institutions and facilities and 3.08 million beds nationwide, accounting for 88.9% and 38% of the facilities and beds of elderly care service institutions nationwide. During the "13th Five Year Plan" period, the central special lottery public welfare fund invested 5 billion yuan to support 203 regions to carry out the pilot reform of home-based community elderly care services; In 2021 and 2022, 2.2 billion yuan will be invested to support 84 regions to carry out actions to improve basic elderly care services in home communities, and promote all regions to explore the formation of family elderly care beds, such as catering, bathing, cleaning, medical, transportation and emergency care
