However, on the other hand, the shortage of employees in the elderly care industry in China, especially the shortage of talents, not only plagues the healthy and healthy development of the elderly care industry, but also severely restricts and hinders the improvement of the overall service level of the elderly care industry, resulting in the elderly in need can not enjoy the services they need. One of the reasons for this phenomenon is that the wages and benefits of the elderly care service industry are relatively low, and there is a lack of space for career promotion; The other is that the social identity of elderly care service employees is relatively low. The "two low" phenomenon has directly prevented young people from joining the elderly care service industry, and ultimately caused a shortage of practitioners, especially high-level and high-quality practitioners. Therefore, if we want to fundamentally solve the problem, we must start with the "dual incentives" of material and spirit, attract more young people to enter this industry, and retain more talents for this industry. To be sure, positive changes are taking place. With the promulgation of the "Fourteenth Five Year" National Plan for the Development of the Aged Undertaking and the Elderly Care Service System issued by the State Council, which clearly proposed "improving the remuneration and social insurance policies for elderly care workers" and "broadening the talent training channels", relevant incentive measures have been introduced in recent years for the elderly care industry across the country. First, the wage level and welfare benefits have been significantly improved. For example, since 2021, the elderly care service industry in Beijing has for the first time linked the post allowance with the professional skill level of nursing staff. The elderly care staff who are full-time engaged in elderly care services and have obtained relevant qualifications will enjoy a post incentive allowance of 500 to 1500 yuan per person per month. In Guangzhou, elderly care workers who have been engaged in first-line elderly care work for 5 years and 10 years can receive post subsidies of 5000 yuan and 20000 yuan respectively. The first line nurses in the elderly care industry are the ones who feel the most about the salary increase. One "post-90s" who is engaged in nursing work in an elderly care institution in Beijing said that the salary and post allowance she received each month are almost 8000 yuan.
