Zhang Jun said that a stable strategic security environment is the bottom line for safeguarding common security. Driven by the so-called "great power strategic competition" thinking, the global strategic security environment is deteriorating. The international non-proliferation system represented by the Treaty on the non proliferation of nuclear weapons is facing the most serious challenges since the end of the cold war. Countries with the largest nuclear arsenals should fulfill their special and priority responsibilities to further substantially and substantially reduce their nuclear arsenals in a verifiable, irreversible and legally binding manner. Zhang Jun said that an effective global security governance system is a necessary condition for achieving common security. The UN Security Council is the core of the international collective security mechanism and the most authoritative and legitimate institution of the multilateral security system.
