A few days ago, the National Health Commission, the national development and Reform Commission and other 17 departments issued the guiding opinions on further improving and implementing the support measures for active childbirth, which integrates marriage, childbirth, parenting and education, and proposes 20 specific measures to effectively solve the family's worries. On August 17, the National Health Commission held a press conference to invite responsible comrades of relevant departments to introduce the relevant information of the guiding opinions. Childcare services are related to the healthy growth of infants and the vital interests of thousands of families. China will focus on infant care, implement the special action of universal childcare, expand the supply of universal childcare through multiple channels, and reduce the burden of family rearing. Hao Fuqing, deputy director of the social development department of the national development and Reform Commission and a first-class inspector, introduced that according to domestic surveys, lack of care for infants and young children is the primary factor hindering fertility. About one-third of urban families have the demand for childcare, but the supply in reality is still insufficient, especially the supply of inclusive services. Studies in various fields and international experience also show that the development of childcare services plays an obvious role in reducing the burden of families and increasing the willingness to bear children. In order to support the development of childcare services, the guiding opinions focuses on five key words, which are "basic, inclusive, investment, charging and burden reduction". Basic means strengthening basic public services. The guiding opinions propose to expand the functions of community childcare services, improve basic public service facilities such as infant care, implement public childcare service capacity-building projects, and highlight the basic livelihood guarantee for children. Universal benefit means to increase universal services. Develop public childcare institutions, encourage social forces to invest, support employers to organize, build community service outlets, and explore family childcare models. Kindergartens with conditions can also be extended downward. Children aged 2-3 years old are encouraged to participate in various ways through the above channels to effectively expand the supply of universal childcare services. Investment means increasing investment support. Expand the scope of application for nursery construction projects, provide construction subsidies for investment within the central budget, and give appropriate support to eligible inclusive projects. Through the support and guidance of central investment, local governments and social forces will be driven to increase investment and jointly strengthen the capacity building of the nursery service industry. Charging means standardizing the charges for various services. Make it clear that the charging standard of public childcare institutions is set by the local government, strengthen the supervision of the charges of inclusive childcare institutions, and reasonably determine the price of childcare services. To reduce the burden is to reduce the operational burden of institutions. In addition to the special investment support within the central budget, the water, electricity and heat supply of the nursery institutions shall be implemented according to the price of the residents' living. All localities shall also introduce a package of policies to support the development of the nursery institutions
