"We will draw inferences from other cases, comprehensively investigate illegal gas storage sites in our jurisdiction, further strengthen communication and cooperation with procuratorial organs, and effectively eliminate hidden dangers of gas fuel safety." After receiving the procuratorial suggestions, the Emergency Management Department replied to the procuratorial organ of Shaoxing City, Zhejiang Province. Since February this year, Shaoxing procuratorial organs have continued to carry out special supervision on gas safety, focusing on potential safety hazards in the fields of new fuels, bottled gas, and self built gas facilities of industrial enterprises, to protect the lives and property of local people. During the preliminary visit and investigation, the procuratorial organs learned that the quality of the fuel gas sold by some operators is not up to standard, and the problems such as unlicensed operation, illegal cross regional operation, and operation beyond the permitted scope are prominent, and there are large potential safety risks. In order to solve the problems such as strong concealment of illegal production and operation of gas fuel and difficulty in obtaining evidence, Shaoxing procuratorial organs adhere to digital enabled supervision, establish a digital supervision model for hazardous chemicals, and accurately lock the supervision clues through screening abnormal data. Tu Mou, a fuel operator in Shaoxing, earned a price difference by reselling methanol fuel, but he did not have the qualification to store hazardous chemicals. By comparing the invoice data, the procuratorial organ found that Tu was suspected of illegally storing and repacking fuel, and immediately dug into this clue, and finally verified the criminal facts of Tu and others. At present, the procuratorial organ has prosecuted Tu and others for the crime of illegal business. In order to pool the supervision force, Shaoxing procuratorial organs also timely reported the handling of such cases to the local Party committee and government, actively established cooperation mechanisms with functional departments such as clue transfer, case assistance and joint inspection, and jointly carried out field visits to find out hidden problems in production safety and discuss rectification measures. Since the special supervision was carried out, Shaoxing procuratorial organs have transferred 30 clues to public security, emergency management, comprehensive law enforcement and other departments, identified 16 people involved in dangerous operations and illegal operations, 12 people have been placed on criminal record, 34 public welfare lawsuits have been placed on file, and more than 20 targeted procuratorial and supervisory opinions have been put forward.
