"3.0" in the action of reducing burden -- what new guarantee is there for young talents to devote themselves to scientific research

2022-08-09

On August 8, the Ministry of science and technology, the Ministry of finance, the Ministry of education, the Chinese Academy of Sciences and the natural science foundation of China jointly issued the notice on the special action to reduce the burden of young scientific researchers. This means that the action of reducing the burden of Chinese scientific researchers has moved towards 3.0. Tang Fuqiang, deputy director of the Department of policies, regulations and innovation system construction of the Ministry of science and technology, introduced that since 2018, China has carried out a special action to reduce the burden of scientific research personnel, launched action 1.0 to reduce the burden, deployed and carried out 7 specific actions, such as reducing the number of tables, solving the complicated reimbursement, streamlining the brand, cleaning up the problems of "only papers, only professional titles, only academic records, and only awards" ("four only"), checking slimming, information sharing, and crowdfunding scientific and technological reform; Action 2.0 of burden reduction launched in 2020, on the basis of continuously consolidating and deepening the seven actions that have achieved positive results in the early stage, deployed four new actions, including achievement transformation and responsibility, scientific research personnel guarantee and incentive, new R & D institution service and policy publicity. For front-line scientific researchers, what are the benefits of the first two rounds of burden reduction? What are the policy breakthroughs worthy of attention in action 3.0? Young scientific researchers who give scientific researchers a sense of gain have become the main force of China's innovation and development. According to the Research Report on China's science and technology human resources development (2020) released by the Innovation Institute of China Association for science and technology, by the end of 2019, the proportion of China's science and technology human resources under the age of 39 had reached 78.39%. Last year, Wu enxiu, who just graduated with a doctor's degree, won the title of associate researcher of the school of precision instruments and optoelectronic engineering of Tianjin University. "This is something I didn't dare to think about before, because my first degree, that is, my undergraduate degree, is a 'double non University'." Wu enxiu told the reporter that he graduated from Zhongbei university with a bachelor's degree and graduated from Tianjin University with a master's degree and a doctor's degree. He was awarded an associate researcher so quickly and benefited from Tianjin University's reform of breaking the "four only" and emphasizing ability. As long as he has the ability, his qualification, education and experience are not a problem. After entering the post, he received the support of 250000 yuan of independent innovation fund project at the school level and 200000 yuan of exploration project project project of the State Key Laboratory of the college. These two projects laid a scientific research foundation for him. The "four only" clean-up action is an important content of the action to reduce the burden. Prior to this, the Ministry of science and technology and the Ministry of education have successively issued hard measures to eliminate the supremacy of SCI and the "only papers". All provinces in the country have basically issued relevant documents on the reform of science and technology evaluation, and the bad orientation of science and technology evaluation represented by the "four only" has been accelerated. "Breaking the 'four rationales' has also been implemented in our unit. When evaluating the title, we no longer only compare the number of papers, impact factors and magazine divisions, but pay more attention to academic contributions to see whether there is in-depth exploration of the mechanism or the solution of clinical practical problems. At the same time, the evaluation of patent achievements does not focus on the number of patents, but on the value of the patent itself, to see whether the patent has been transformed, and the income and social benefits of the transformation." Zhou Cheng, a physician and associate researcher in the Department of radiotherapy of Nanfang Hospital of Southern Medical University, believes that these changes will help to optimize the orientation of scientific research innovation, promote the distribution of scientific and technological resources and the return of scientific research evaluation to the laws of scientific research. There are still many such reforms to reduce the burden of scientific research personnel. For example, the scientific research personnel guarantee incentive action strengthens the incentive policy oriented by mission and contribution, and the "14th five year plan" is a national priority
