To effectively respond to health challenges and meet the health needs of the people, there is an urgent need to accelerate the development of traditional Chinese medicine. Traditional Chinese medicine is a great creation of the Chinese nation. Inheriting, innovating and developing traditional Chinese medicine is an important part of the cause of socialism with Chinese characteristics in the new era. The "14th five year plan for the development of traditional Chinese medicine" issued by the general office of the State Council states: "promote the high-quality development of traditional Chinese medicine and go global, and provide strong support for comprehensively promoting the construction of a healthy China and better ensuring people's health". The national health plan for the 14th five year plan puts forward: "give full play to the role of traditional Chinese medicine in health services, and consolidate the foundation for the high-quality development of traditional Chinese medicine." The successive issuance of relevant documents fully demonstrates the status and role of traditional Chinese medicine in the overall economic and social development of the country. From the issuance of the outline of the strategic planning for the development of traditional Chinese medicine (2016-2030) by the State Council in 2016 to the implementation of the traditional Chinese medicine law in 2017; From the "opinions on promoting the inheritance, innovation and development of traditional Chinese medicine" issued by the CPC Central Committee and the State Council in 2019, the National Conference on traditional Chinese medicine was held, to the "several policies and measures on accelerating the development of traditional Chinese medicine" issued by the general office of the state Council in 2021, the top-level design of traditional Chinese medicine development was accelerated and improved, and the policy environment was continuously optimized. Promoting the high-quality development of traditional Chinese medicine can better meet the needs of the people for rich and diverse health services. On the one hand, with the economic and social development and the improvement of living standards, the people pay more attention to life safety and health quality, and the demand for health continues to grow; On the other hand, the global COVID-19 has been repeatedly delayed, and new infectious diseases continue to appear. The overall incidence rate of chronic diseases in China is on the rise, and the situation of prevention and control of traditional infectious diseases is still grim. At the same time, it should be noted that the unbalanced and insufficient development of traditional Chinese medicine is still prominent, and the ability of traditional Chinese Medicine Inheritance and innovation and medical services needs to be continuously enhanced. To effectively respond to health challenges and meet the health needs of the people, there is an urgent need to accelerate the development of traditional Chinese medicine and give full play to the unique advantages of traditional Chinese medicine in the construction of a healthy China and even the construction of a human health community. Based on high-quality development, the "14th five year plan" for the development of traditional Chinese medicine further makes an overall, strategic and supportive plan for the development of traditional Chinese medicine. The plan proposes that by 2025, the health service capacity of traditional Chinese medicine will be significantly enhanced, the high-quality development policies and systems of traditional Chinese medicine will be further improved, the revitalization and development of traditional Chinese medicine will achieve positive results, and its unique advantages in the construction of a healthy China will be brought into full play. Focusing on this goal, the plan takes into account the key areas of the development of traditional Chinese medicine, such as medical treatment, education, scientific research, industry, culture, international cooperation, puts forward 10 major tasks, and sets up 15 major development indicators and 11 special work columns. The setting of some planning indicators fully reflects the requirements of the high-quality development of traditional Chinese medicine in the new era. For example, it is proposed that by 2025, the number of beds in public traditional Chinese medicine hospitals per 1000 people will reach 0.85, and the number of practicing (Assistant) doctors of traditional Chinese medicine per 1000 people will reach 0.62. A series of reform and innovation measures adhere to problem orientation, goal orientation and result orientation, which will help to break down the institutional mechanisms and policy obstacles that restrict the high-quality development of traditional Chinese medicine, and create a good policy environment for the inheritance, innovation and development of traditional Chinese medicine. One point deployment, nine points implementation. To promote the high-quality development of traditional Chinese medicine, we should pay equal attention to traditional Chinese medicine and Western medicine, inherit the essence, keep the integrity and innovation, fill the weaknesses, strengthen the strengths and weaknesses, promote the strengths and activate the power. At the same time, we should strengthen organizational leadership, strengthen investment guarantee, improve the implementation mechanism, pay attention to publicity and guidance, give full play to the positive role of all aspects, and promote the formation of a good pattern in which the whole society cares about and supports the high-quality development of traditional Chinese medicine.
