The Party Central Committee and the State Council attach great importance to compulsory education, and give priority to ensuring compulsory education in economic and social development planning, financial capital investment, public resource allocation, etc. from 2012 to 2021, the financial compulsory education funds increased from 1.17 trillion yuan to 2.29 trillion yuan, accounting for more than 50% of the national financial education economic investment. —— The full realization of compulsory education is guaranteed. From 2012 to 2021, the national primary school net enrolment ratio increased from 99.85% to more than 99.9%, and the gross enrolment ratio in junior middle school remained above 100%. At the stage of compulsory education, students from families that file and file cards to get rid of poverty have dynamically cleared their dropouts, and the long-standing dropout problem has been historically solved. At the same time, the special education promotion plan has been implemented continuously to effectively guarantee the equal right of disabled children and adolescents to receive education, and the enrollment rate of compulsory education for school-age disabled children has exceeded 95%. In 2021, there were 92000 students in special education in China, an increase of 541000 over 2012, an increase of 142.8%. —— The funding guarantee mechanism has been continuously improved. From 2012 to 2021, the average expenditure of primary school students increased from 7447 yuan per student to 14458 yuan per year, and the average expenditure of junior middle school students increased from 10218 yuan per student to 20717 yuan per year. "Two exemptions and one subsidy" (exemption from tuition and miscellaneous fees, free textbooks, and living allowances for students from economically disadvantaged families) to achieve full coverage of urban and rural students. Students from economically disadvantaged families have basically achieved all-out assistance, and the nutrition improvement program benefits 37million rural students every year. At the same time, we will continue to make up for weaknesses and overcome the bottom line, and implement major projects such as "comprehensively improving the basic school running conditions of weak compulsory education schools in poor areas". The central government has invested more than 400 billion yuan, driving local investment of more than 1trillion yuan, focusing on solving the problem of "weak villages and crowded cities" and narrowing the gap between urban and rural school running conditions. —— The quality of teachers has been significantly improved. Over the past 10 years, the total number of full-time teachers in compulsory education has increased from 9.09 million to 10.57 million, an increase of 1.48 million, and the proportion of teachers with bachelor's degree or above has increased from 47.6% to 77.7%. We will improve the mechanism for training and supplementing teachers, and supplement a large number of high-quality teachers for rural areas in the central and western regions through various channels.
