From "eating safely" to "eating healthily"

2022-06-28

On June 27, the National Health Commission held a press conference to introduce the progress and achievements of food safety and nutritional health since the 18th National Congress of the Communist Party of China. Liujinfeng, director of the Department of food safety standards, monitoring and evaluation of the National Health Commission, introduced that since the 18th National Congress of the Communist Party of China, China has performed its duties of food safety standards, risk monitoring and evaluation in accordance with the law, implemented the requirements of the "most stringent standards", established a big food concept, and made positive progress in food safety and nutritional health. We will comprehensively build the most rigorous standard system and have rules to follow. Food safety standards are mandatory technical regulations, which are basically followed by producers and operators, and also an important basis for supervision and law enforcement. Over the past 10 years, a national standards review committee with nearly 400 experts from 17 departments and units has been established. Adhering to the scientific basis of rigorous risk assessment, a standard development system with open and transparent procedures, wide participation of experts in various fields, and review of scientific authority has been established, as well as a standard tracking and evaluation mechanism with in-depth cooperation among multiple departments in the whole society, so as to continuously improve the practicality and credibility of the standards. Up to now, 1419 national food safety standards have been issued, including more than 20000 indicators. Efforts should be made to strengthen the ability of risk monitoring and assessment, and timely give early warning to maintain health. The national, provincial, municipal and county-level monitoring networks for food pollution and harmful factors, food borne diseases and the national food safety risk assessment system have been established. The monitoring of food pollution and harmful factors has covered 99% of counties and districts, and the monitoring of food borne diseases has covered more than 70000 medical institutions at all levels. The food category for monitoring food pollutants and harmful factors covers all 32 categories of food consumed by Chinese residents, such as grain and oil, vegetables and fruits, eggs and milk, meat and poultry, aquatic products, etc. Actively practice the concept of big food and help transform "eating safely" to "eating healthily". We will vigorously promote the national nutrition plan and the healthy Chinese rational diet initiative. We will strengthen science popularization and education for the general population and special key groups such as infants, pregnant women and the elderly, and extensively carry out reasonable dietary guidance services. Organize the construction of a number of nutrition and health restaurants, canteens, schools and other pilot demonstrations. Through social co governance and co construction, we will ensure that people have access to nutrition knowledge, nutrition products and professional services, and improve the accessibility and convenience of food and nutrition places. Liujinfeng said that the food safety of students is the focus of the whole society. The National Health Commission has always focused on food safety on campus and prevention of food poisoning among students. First, school food safety and foodborne disease monitoring are regarded as important contents of national food safety risk monitoring. Second, improve the school food safety risk prevention and control system around the key links such as procurement, storage, processing, distribution and food supply. Third, organize theme publicity and education activities to mobilize the whole society to protect the food safety on campus. Overall, the food safety situation on campus is stable and good, the incidence of foodborne diseases is on the decline, no major food safety incidents involving the campus have occurred, and no deaths have occurred. In recent years, through the organization and implementation of the national nutrition plan and the action of rational diet, the national nutritional health status has been significantly improved. The monitoring results showed that the nutritional health status of Chinese residents continued to improve, and the difference between urban and rural areas gradually narrowed. In 2020, the average height of Chinese residents aged 18-44 was 169.7 cm for men and 158.0 cm for women, an increase of 1.2 cm and 0.8 cm respectively over 2015. Dinggangqiang, director of the nutrition and Health Institute of the Chinese Center for Disease Control and prevention, said that China has started the nutrition improvement program for rural compulsory education students since 2011 to provide nutritional meal subsidies for poor rural compulsory education students. Disease control departments at all levels work closely with education departments to carry out monitoring and evaluation year by year. The results show that the anemia rate of students decreased from 16.7% in 2012 to 11.4% in 2021, and the growth retardation rate of students decreased from 8.0% in 2012 to 2.5% in 2021.
