He said that from the fourth to the sixth sessions, opposition parliamentarians have made every effort to drag down the "one country, two systems" and even colluded with external hostile forces to make the world think that "one country, two systems" is not feasible ". Before that, Hong Kong had a storm of "amending regulations" and the practice of "one country, two systems" in Hong Kong encountered unprecedented challenges. Judging the situation, the central government has decisively adopted a series of measures to address both the symptoms and root causes, such as formulating the national security law of Hong Kong and revising and improving the electoral system of the Hong Kong Special Administrative Region. These measures have brought a series of changes and new atmosphere to the Legislative Council, which makes Mr Leung particularly sigh. On the morning of January 3 this year, all 90 newly elected members of the seventh Legislative Council of the Hong Kong Special Administrative Region solemnly swore in front of the solemn national emblem for the first time, expressing their support for the basic law of the Hong Kong Special Administrative Region of the people's Republic of China and their allegiance to the Hong Kong Special Administrative Region of the people's Republic of China. The solemn swearing in ceremony demonstrated the good spirit of the members of the Legislative Council. "The central government took action, and the Legislative Council finally returned to normal." He said that since the last year of the sixth Legislative Council, many laws beneficial to Hong Kong's economy and people's livelihood have been passed efficiently. For example, from 2020 to 2021, no member of the Legislative Council has made any extremely indiscreet behavior, so that the meeting has to be suspended or terminated. The Legislative Council has effectively handled a large number of long-standing agendas and passed 46 government bills, more than double the average of about 20 bills passed in each legislative year of the past few terms. Summing up the root causes of change, Liang Junyan believes that the key is to implement the principle of "patriots governing Hong Kong". The newly elected legislative council has ensured that "the Patriot governs Hong Kong" and prevented people who collude with external hostile forces from entering the Legislative Council. The 90 members of the seventh Legislative Council of the Hong Kong Special Administrative Region (HKSAR) are determined to work for Hong Kong. They are experienced and capable and can represent people from different sectors and professions to discuss issues rationally. "We are now 'colorful'. The 'patriot governing Hong Kong' allows us all to work for the people of Hong Kong and seek happiness, rather than holding the government back, let alone working for external forces." Liangjunyan said. Xiabaolong, vice chairman of the National Committee of the Chinese people's Political Consultative Conference and director of the Hong Kong and Macao Affairs Office of the State Council, met with some members of the seventh Legislative Council of the Hong Kong Special Administrative Region in Shenzhen earlier this year and put forward five hopes for the new Legislative Council members. The first of them is to hope that members of the Legislative Council will be patriots with firm positions. Liangjunyan said: "we fully support 'patriots governing Hong Kong', fully support 'one country, two systems', and have the strength to support the steady and long-term implementation of' one country, two systems' in Hong Kong." Looking forward to his future work, liangjunyan is full of enthusiasm and confidence. He said that housing, upward mobility of youth, pension and medical care are all important issues that need to be solved in Hong Kong. "We legislators are ready to work with the new SAR government to promote them.". In Liang Junyan's view, the positive interaction between the executive and legislative bodies means that when the bills of the SAR government are deliberated by the Legislative Council, members will give full consideration to them from the perspective of different strata and different professions, and will certainly ask questions if there are any questions. The SAR government will also listen to the views of members, absorb their professional opinions, and finally work together to reach the best solution.
