The opinions put forward that we should establish and improve the inclusive support measures for young talents, and set up special support programs for young talents in key talent projects, major science and technology projects and other engineering plans; We will strengthen the training of young talents such as excellent clinical talents of traditional Chinese medicine and young scholars of Qihuang. At the same time, we will give full play to the role of famous and old TCM experts such as national medical masters and national famous TCM, expand the scope and number of masters, strengthen the construction of inheritance studios, and support them in recruiting potential young talents for inheritance and training. Consolidate the foundation of grass-roots talents It is a major prerequisite for the common people to be able to see good traditional Chinese medicine at home and to cultivate a group of TCM personnel rooted at the grass-roots level. To this end, the opinions focused on solving the problems of the grass-roots talents of traditional Chinese medicine, such as being unable to leave, stay and poor development, and put forward relevant policies and measures. For example, gradually expand the enrollment scale of rural order oriented free medical students majoring in traditional Chinese medicine at the undergraduate level, and support local governments to carry out the training of rural order oriented free medical students majoring in traditional Chinese medicine at the specialist level and the improvement of the academic qualifications of rural doctors; All staff training on TCM knowledge and skills will be carried out for doctors in primary medical institutions and rural doctors, and it will take about 5 years to achieve full coverage of personnel training. In order to improve the development environment of grass-roots talents, the Opinions also put forward that all localities should improve the salary distribution and treatment guarantee mechanism of grass-roots TCM talents, improve the adjustment mechanism of total performance wages in grass-roots medical institutions, and ensure the reasonable treatment of county and township medical personnel. Vigorously promote the learning of traditional Chinese medicine from Western Medicine It is one of the basic principles and main measures for the development of traditional Chinese medicine in China to adhere to the principle that traditional Chinese medicine and Western medicine learn from each other and give full play to their respective advantages. The general office of the State Council issued several policies and measures on accelerating the characteristic development of traditional Chinese medicine in 2021, which proposed to improve the system of Western medicine learning traditional Chinese medicine. The opinions issued this time focus on the complementary and coordinated development of traditional Chinese and Western medicine, and put forward relevant measures to vigorously promote the learning of traditional Chinese medicine by western medicine. In terms of improving the system of learning traditional Chinese medicine from western medicine, it is proposed that general hospitals, specialized hospitals, infectious disease hospitals, maternal and child health care institutions should support western medicine doctors to receive training on professional knowledge of traditional Chinese medicine, and gradually achieve "being able to learn from western medicine and being able to learn from Chinese medicine". Western medicine doctors who have received systematic training and passed the examination are allowed to adopt the technical methods of traditional Chinese medicine related to their specialties in their practice activities and participate in the evaluation and employment of the title of integrated traditional Chinese and Western medicine. With regard to the implementation of the special program of learning traditional Chinese medicine from western medicine, the opinions clearly stated that we should strive to cultivate a group of high-level talents of integrated traditional Chinese and Western medicine in 5 to 10 years, and put forward national and provincial training measures. For example, the state has held a seminar for senior talents of Western medicine to study traditional Chinese medicine, attracting academicians in relevant fields, Changjiang Scholars, outstanding young people and other high-level talents to carry out research and study of traditional Chinese medicine. Provincial departments in charge of health and traditional Chinese medicine, in combination with regional needs, carry out local special training in Western learning by stages and in batches.
