A new round of scientific and technological revolution and industrial reform are in the ascendant, digital technology is deeply integrated with the real economy, new jobs and new forms of employment are emerging, and the employment absorption capacity and potential of related industries are also changing. At the same time, the complexity, severity and uncertainty of China's economic development environment have increased. The COVID-19 epidemic continues and repeats. Steady growth, employment and prices are facing new challenges. It is difficult to continue to do a good job in the "six stabilities" and "six guarantees". It is necessary to effectively coordinate the epidemic prevention and control and economic and social development. It should be noted that the employment level is an important indicator to consider the macroeconomic prosperity and observe whether the microeconomic entities operate normally, which is related to the well-being of the people's livelihood. At present and in the future, we must put stabilizing employment in a more important position, strengthen the priority orientation of employment in promoting high-quality development, and achieve the goal of stabilizing employment through various ways. All policies should also take stabilizing employment as an important starting point and an important standard for evaluating the effect of policies. Since the outbreak of COVID-19, China has coordinated epidemic prevention and control and economic and social development. The economy as a whole has shown a positive recovery trend, and the employment situation is generally stable. At present, China's economic development is facing triple pressures of shrinking demand, supply shock and weakening expectations. From the experience at home and abroad, the impact of economic downturn on employment is asymmetric. When the output gap is negative, that is, the actual output is lower than the potential output, the negative impact of the decline in economic growth on employment is more significant. In addition to the risk of epidemic spread that will still affect the recovery of employment in services and other industries, changes in the economic situation will also have a certain impact on employment. For example, the structural adjustment of the real estate industry will objectively affect the employment in the real estate industry, construction industry and other fields; The decline in export growth will affect the ability of export-oriented manufacturing to absorb employment; The rising price of raw materials and other factors urge enterprises to speed up the process of "machine replacement"; The employment task of key groups such as college graduates, retired soldiers and migrant workers is arduous and arduous; wait. Facing the complex situation of the internal and external environment, it is necessary to deeply analyze the structural changes of employment pressure, take pragmatic and effective measures for difficult groups and key industries, create more high-quality jobs and strive to achieve more full employment. In this regard, the key is to follow the objective law and clarify the key direction of stabilizing and promoting employment. To create high-quality jobs to the greatest extent with limited resources, we must focus on employment areas that adapt to the future direction of economic structure upgrading and have sufficient potential social demand, and take key measures. A comprehensive analysis of the employment situation during the 13th Five Year Plan period shows that knowledge intensive industries such as information services, science and technology services, health and social work are the main employment fields that meet the direction of economic structure upgrading and social needs. In these areas, we can focus on tapping the potential for new employment. High skilled and high-income employment can create low-income employment. For example, many employees in the fields of science and technology, education, culture and health need to purchase services to ensure their living needs, which will give rise to a large number of general service jobs. At the same time, the increase in employment in the field of science, education, culture and health can also form more public service supply to enhance the human capital and income of low-income groups, forming a virtuous circle. On the contrary, if the development of knowledge intensive industries and employment lags behind, a large number of highly educated workers will "sink" to low-end service industries and other fields, thus crowding out low skilled workers in related industries, resulting in a negative cycle of reduced employment scale and declining quality. Therefore, we should evaluate the employment space of key industries in combination with the law of economic development and the direction of structural upgrading, and guide the rational allocation of labor force. To promote employment expansion and quality improvement, we also need to deeply study and judge the changes in the employment situation and take effective measures. First, promote multi field collaboration and multi department cooperation. Stable employment needs to be realized in the process of steady growth. We must strengthen the participation and support of monetary policy, fiscal policy, financial policy and industrial policy in employment. Second, we should adopt more structural policies in response to structural employment pressures. Monetary, fiscal and financial policies can provide special support to key industries and fields with strong employment pulling capacity and prominent employment difficulties. Third, we will promote relevant reforms in a coordinated manner, actively promote the reform of public institutions in the fields of science, education, culture and health, optimize staffing management, and expand the number of employees. On the basis of improving industry management, we will relax market access in relevant fields, promote the diversification of supply subjects, and improve the employment capacity of the industry. Fourth, effectively improve the human capital and workers' skills of the whole society, improve the multi-level vocational skills training system that meets employment needs and is compatible with incentives, optimize the specialty setting of colleges and universities, and expand the enrollment scale in basic disciplines and majors in short supply of talents. Fifth, we will continue to promote equal employment, resolutely break down employment discrimination and hidden barriers in all industries and fields, and effectively protect the employment rights and interests of low-income groups, vulnerable groups and floating population.
