In order to improve the quality of outpatient medical services, the National Health Commission recently issued the Interim Provisions on the quality management of outpatient services of medical institutions (hereinafter referred to as the provisions), which will come into effect on June 6, 2022. There are 36 articles in the regulations, which are applicable to the quality management of outpatient clinics (excluding emergency, fever outpatient, intestinal outpatient and Internet outpatient) of medical institutions at or above the second level. It covers medical personnel attendance management, number source management, pre examination and triage, outpatient medical document management, multi-disciplinary (MDT) outpatient service, special needs outpatient service, outpatient referral, outpatient operation management, and emergency treatment of outpatient emergencies. According to the regulations on strengthening the management of appointment and registration, medical institutions should implement the real name treatment of patients. The management of the patient's unique identity shall be implemented in registration, registration, diagnosis and treatment and other links. Medical institutions shall dynamically adjust the number of sources of each registration channel according to the changes in the number of visits, strengthen the management of withdrawal and cancellation of appointments, establish a mechanism for waiting for withdrawal, and improve the efficiency of the use of number sources. Strengthen the management of appointment and registration, and provide a variety of appointment and registration methods such as network, self-service machine, consultation room and manual window. Medical institutions should actively promote the appointment of diagnosis and treatment by time, improve the rate of patients visiting the hospital within 30 minutes, guide patients to visit the hospital in an orderly manner, reduce the waiting time in the hospital, and reduce the accumulation of personnel. Strictly implement the system of responsibility for the first visit of the outpatient service. The regulations specify that medical institutions should strictly implement the system of responsibility for the first visit of the outpatient service. Before the end of this visit or before other doctors receive the visit, the first visit physician should be responsible for the examination, diagnosis, treatment, rescue and transfer of the patient. Medical institutions should actively promote multi-disciplinary (MDT) outpatient service, and the MDT outpatient service is attended by a relatively fixed expert team at a fixed time and place. Medical institutions shall strengthen the management of difficult outpatient cases, establish a consultation system for difficult outpatient cases, provide consultation services for difficult outpatient cases, and ensure timely diagnosis and treatment of patients. The regulations on promoting the mutual recognition and sharing of examination and test results also propose that medical institutions should improve the work efficiency of medical technology departments, shorten the waiting time for the appointment of examinations, endoscopy, ultrasound, CT, MRI and other examinations, encourage the provision of various forms of appointment services such as centralized outpatient examination appointment, self-service appointment and inter clinic appointment, and provide one-stop examination appointment service if conditions permit. Medical institutions shall issue inspection and inspection reports within the specified time limit in accordance with relevant regulations, and make statistics and Analysis on the issuance time of various inspection and inspection reports of outpatient clinics, and gradually reduce the issuance time of reports according to the actual situation. Medical institutions shall promote mutual recognition and sharing of examination and test results, improve the efficiency of medical resources utilization, and improve the medical experience of the people.
