Representative of China: we will uphold equality between all countries, big and small, and practice genuine multilateralism

2022-04-29

When attending the high-level round table on "small states, multilateralism and international law" held at the United Nations on the 28th, Zhang Jun, China's permanent representative to the United Nations, stressed that in the face of endless challenges and crises, we should adhere to the equality of all countries, large and small, safeguard the authority and universal application of international law, and practice real multilateralism. Zhang Jun said that world peace and development are facing severe challenges. Various uncertain and unstable factors are intertwined, and countries, especially small countries, are under great pressure. The more crisis times, the more prominent human beings are the community of common destiny. All countries should make unremitting efforts to build a common home for mankind. Zhang Jun said that to meet the current challenges, we should always practice real multilateralism. The recent geopolitical conflicts have shown that true multilateralism is not to engage in group politics and "small circles", not to provoke camp confrontation and the "new cold war", but to resolutely safeguard the international system with the United Nations as the core. The purposes and principles of the UN charter should be jointly safeguarded, the sovereignty and territorial integrity of all countries should be respected, the right of all countries to independently choose their social system and development path should be safeguarded, and the legitimate security concerns of all countries should be guaranteed. Zhang Jun said that we should always adhere to the equality of countries large and small. Countries, big or small, strong or weak, rich or poor, are equal members of the international community. This is the original intention of the United Nations and the core essence of multilateralism and international law. However, throughout the world, hegemonism and power politics still exist, and there is still a long way to go for the democratization of international relations. Some countries always say on specific occasions that they respect the right of other countries to choose their own partners, and on other occasions they make irresponsible remarks about the normal exchanges between other countries and third countries. It is neither fair nor reasonable to ignore and infringe on the interests of small countries and force small countries to choose sides and stand in line. This situation must be further changed through the democratization of international relations. Zhang Jun said that we should always maintain the integrity and unity of international law. The formulation of international rules should be participatory, fair and just, and the application of international rules should be impartial and without exception. Double standards should not be adopted for the selective application of international law, and international law should be applied if it is compatible or discarded if it is inconsistent. The will of a few countries cannot be imposed as universal rules, nor can different rules be applied to different countries on the same issue. There is only one set of rules in the world, that is, the basic norms of international relations based on the purposes and principles of the Charter of the United Nations. All countries must abide by and jointly safeguard them in good faith. Zhang Jun said that China's diplomacy has always emphasized equality. China is a sincere friend of the vast number of small and medium-sized countries and has always stood with them. Among the 193 member states of the United Nations, small countries account for the vast majority. Whether the multilateral governance system is fair or not. Small countries play an important role in addressing climate change, implementing sustainable development and safeguarding the international rule of law. In the work of the United Nations, we must fully listen to the voice of small countries and pay attention to their demands. China is willing to work with other countries to strengthen unity under the flag of the United Nations, safeguard the purposes and principles of the Charter of the United Nations, adhere to mutual respect, mutual benefit and win-win results and common development, safeguard the authority and effectiveness of multilateralism and international law, and jointly safeguard world peace and tranquility. The meeting was hosted by the permanent mission of Singapore to the United Nations to commemorate the 30th anniversary of the establishment of the forum of small states. It was presided over by foreign minister Viven of Singapore. President of the United Nations General Assembly Shahid and foreign minister Johnson Smith of Jamaica attended and addressed the meeting. Launched by Singapore in 1992, the small states forum is an important platform for small states to discuss hot issues of common concern, exchange views and coordinate positions. At present, the membership has more than 100 countries. (Xinhua News Agency)
