Build a unified national market and break down local protection and regional barriers

2022-04-20

In 2001, China joined the WTO, which opened a period of China's expanding opening to the outside world and rapid economic growth. China's economic development over the past 20 years has proved that China's accession to the WTO has not only greatly broadened China's overseas market and made huge profits, but also Chinese enterprises have learned the advanced technology and management experience of other countries through competition with overseas enterprises. China's entry into the world economic system has also deepened the global industrial division of labor, and more encouraging competition has promoted the further improvement of the efficiency of global enterprises, thus improving the quality of life of people all over the world, including China. However, corresponding to the rapid growth of China's foreign trade, the development of China's domestic trade has not met expectations. China has a vast territory, and there are great differences in natural climate, economic development and customs among regions, so that a real unified market has not been formed in history. Since China adopts the management mode of multi-level governments such as the central government, provinces, cities and counties, there are many differences in the management regulations and understanding of the same policy in various regions, which brings a lot of trouble to the cross regional development of enterprises. In order to speed up local economic construction, local governments have gradually formed close ties with local enterprises, and various market resources will be inclined to local enterprises, thus forming a "local protection" widely hated by the masses. Local protection has resulted in the de facto segmentation of markets across China, which has led to a large number of Chinese enterprises exporting first and then choosing domestic sales, that is, China's opening to the outside world may even be easier than domestic opening. To this end, the "opinions of the CPC Central Committee and the State Council on accelerating the construction of a national unified market" published on April 10 put forward a general idea on how to get rid of local protection and establish a national unified market. A unified market requires an efficient and smooth market, a fair and transparent business environment and lower transaction costs to promote scientific and technological innovation and industrial upgrading. Therefore, strengthening the unification of basic market systems and rules, promoting the high-standard connection of market facilities and the high-level unification of factor and resource markets, commodity and service markets have become the top priority of construction. A unified market also needs to further regulate improper market competition and market intervention. It is expected that there will be special documents in the future to implement the overall opinions put forward in the documents one by one. The author believes that building a national unified market can focus on the following points. Break down local protection and regional barriers and expand "opening up to the outside world" Compared with opening to the outside world, there are still many problems and challenges to be faced. Domestic trade is different from international trade. International trade has a set of relatively mature international rules and practices. After full discussion, these rules can basically adapt to the national conditions of different countries and promote the economic growth of trade participants. Correctly handling the relationship between the government and the market in the process of economic development and giving full play to the "two wheel drive" of the role of the government and the market are the characteristics and advantages of China's economic operation since the reform and opening up. How to maintain high-quality economic growth while expanding domestic opening has become a problem that needs to be considered. The general requirements of the opinions include "accelerating the establishment of a unified national market system and rules, breaking local protection and market segmentation, breaking through the key blocking points restricting the economic cycle, and promoting the smooth flow of commodity factor resources in a wider range". In the future, according to the requirements of the opinions, through comprehensive and full discussion, we can formulate more fair and efficient reform policies, plug institutional loopholes, give better play to the role of the government, integrate the national unified market, and then widely bring market competition across the country. Therefore, we say that the construction of a national unified market can bring great opportunities for enterprises, find a new growth engine for China's future economic development, and also contribute to the general improvement of residents' income and welfare. Strengthen the basic market system and unify competition rules To build a unified market, we should adhere to the working principle of "effective market and promising government" put forward in the opinions, subtract the government's regulation, do not add the intervention in the market, and earnestly "give full play to the decisive role of the market in resource allocation and give better play to the role of the government". We should strengthen the basic system of market development as soon as possible and find ways to stimulate market competition by streamlining government management. The construction of the unified market aims to formulate high-level rules of the market economy, remove the explicit and invisible local protection that hinders economic development, promote the flow of factors and commodities across the country, and improve the production efficiency of enterprises. Therefore, any reform measures that are simplified and complicated and mechanical and one-sided should not be the direction of market-oriented reform. Only by promoting the "internal opening-up" among various regions of the country as China's accession to the WTO is the correct measure to promote the integration of national market economy. Follow the steps of gradual reform from easy to difficult The ultimate goal of the construction of a unified market should be the final unification of the national market. However, just like China's opening to the outside world, the construction of a unified market will not be achieved overnight. Some reform measures that are relatively easy to implement can be planned immediately and implemented in a short time. However, for the reform measures that involve a wide range, have system loopholes and have great conflicts with the current management rules, we can listen to the opinions of various parties and implement them after formulating a reasonable reform plan. Because there are many tasks in the construction of the national unified market, involving the system construction of the unified market, fair supervision, unified factor resources commodity service market, high-standard connection of market facilities, etc., the gradual reform measures can continuously release the dividends of the reform while maintaining the overall order of people's life and production, and maintain the stable and high-quality development of the economy for a long time. Promoting the construction of large markets can also envisage the priorities of the industries to be reformed. For those industries with sufficient market competition and full competition from national large enterprises, the implementation of a unified large market is basically natural. Some industries have low geographical attributes and low dependence on special material sources. They can also explore market unification first. For the emerging industries formed in recent years, since the market competition pattern has not been fully formed, we can also consider actively inducing the transformation to national competition. For the market industry with strong externalities such as ecological environment, we should carry out national market reform as soon as possible. In addition, the national unified commodity quality standards, measurement standards and law enforcement standards should also be carried out as soon as possible, which is a prerequisite for ensuring full competition in the national market. Effectively reduce the cost of handling affairs by the masses and the burden of government management If the reform of the national unified market can effectively reduce the cost of handling affairs by the masses and reduce the burden of government management, the reform will get twice the result with half the effort. With the help of nationwide unified digital auxiliary management means such as big data, global positioning and blockchain, this goal should be achieved. The Opinions also proposed to "accelerate the digital construction", "support the construction of digital third-party logistics delivery platform", also stressed the need to "cultivate a number of digital platform enterprises and supply chain enterprises with global influence", and "accelerate the digital transformation and intelligent upgrading of commodity market". It can be said that digital auxiliary means can realize fast, convenient, accurate, efficient and long-distance decentralized service management, It has advantages in window business declaration, cross regional data preservation and retrieval, auxiliary supervision and law enforcement, and can facilitate the effective reduction of public practice management. Another important advantage of digital assistant management is that it can unify standards across the country, stimulate extensive discussion on unified standards, and realize continuous optimization and updating of standards.
