2022-02-23

Dai Bing, Deputy Permanent Representative of China to the United Nations, made a speech at the general debate of the 2022 session of the Special Committee on the Charter of the United Nations and on the strengthening of the role of the organization on the 22nd. He stressed that to defend the Charter of the United Nations, we must practice genuine multilateralism, and the international community should work together to safeguard the international system with the United Nations as the core and the international order based on international law The basic norms of international relations based on the purposes and principles of the Charter of the United Nations. Dai Bing said that at present, the world has entered a new period of turbulence and change, global challenges such as peace and stability, climate change and terrorism are on the rise, and power politics, unilateralism and ideological confrontation are on the rise. More than ever, the international community needs to firmly defend the Charter of the United Nations and demonstrate its commitment to the Charter with practical actions. Dai Bing stressed that to defend the Charter, we must practice true multilateralism. The United Nations is a big family shared by the international community, and international rules can only be formulated by all Member States. The international community should strengthen solidarity and cooperation under the banner of multilateralism and improve global governance based on the United Nations platform. All countries should firmly support genuine multilateralism, and major countries should play an exemplary role, firmly abide by international commitments, firmly implement the purposes and principles of the Charter and contribute to world peace and development. Dai Bing said that defending the charter must adhere to the peaceful settlement of disputes. The peaceful settlement of disputes is a basic principle of international law stipulated in the Charter. In dealing with conflicts and hot issues, political settlement, negotiation and consultation are the right way. One country's security cannot be at the expense of other countries' security, and regional security cannot be guaranteed by strengthening military blocs. The countries concerned must abandon the Cold War mentality, refrain from provoking group confrontation, and strive to resolve international disputes by peaceful means and maintain international peace, security and justice. Dai Bing said that to defend the Charter, we must adhere to win-win cooperation. All countries should comply with the general trend of history, adhere to cooperation, do not engage in confrontation, adhere to mutual benefit and win-win results, and do not engage in zero sum game. When attending the general debate of the 76th session of the UN General Assembly, Chinese leaders solemnly put forward global development initiatives and called on the international community to form a joint force to accelerate the implementation of the 2030 agenda for sustainable development and achieve stronger, green and healthy global development. This important initiative is in line with the common aspiration of the international community to achieve the sustainable development goals. We look forward to the joint implementation of all parties to achieve win-win cooperation and common development. Dai Bing stressed that defending the charter must oppose power bullying. To maintain international peace and security, the authority of the United Nations must be maintained at all times, and no country can put its will above the Charter. China firmly opposes the one-sided interpretation and application of the Charter, says one thing and does another, and adheres to double standards; Resolutely oppose avoiding talking about international law and advocate "rule-based international order"; We firmly oppose the indiscriminate imposition of unilateral sanctions under various pretexts, regardless of the United Nations.
