Permanent representative of China to the United Nations: to solve the Ukrainian issue, we should return to the implementation of the new Minsk agreement

The UN Security Council held a public meeting on Ukraine on the 17th to consider the implementation of the new Minsk agreement. At the meeting, Zhang Jun, permanent representative of China to the United Nations, expounded China's position on the current situation in Ukraine and stressed that the settlement of the Ukrainian issue should return to the original point of implementing the new Minsk agreement. Zhang Jun said that the new Minsk agreement is a recognized and binding basic political document for the settlement of the Ukrainian issue. After being approved by the Security Council in its resolution 2202, it should be fully and effectively implemented by all parties concerned. To solve the problem of Ukraine, we should return to the original point of implementing the new Minsk agreement. China hopes that all parties concerned will show a constructive attitude, resolve their differences in the implementation of the new Minsk agreement through dialogue and consultation, formulate a road map and timetable, promote the implementation of the agreement as soon as possible, and create conditions for the political settlement of the Ukrainian crisis. Zhang Jun said that under the current situation, all parties concerned should remain rational, adhere to the general direction of political settlement, and do nothing to stimulate tension and hype up the crisis. All parties should properly resolve their differences through equal consultation on the basis of full consideration of each other's legitimate security concerns and mutual respect. Zhang Jun said that China supports all efforts conducive to easing tensions and notes that Russia is currently conducting diplomatic contacts at the leadership level with France, Germany and other European countries. Reaching a balanced, effective and sustainable European security mechanism through negotiations will lay a solid foundation for lasting peace and stability in the European region. China believes that European countries will make strategic decisions in line with their own interests. China also supports the good offices efforts of the UN Secretary General to ease tensions. Zhang Jun said that NATO expansion is an issue that cannot be bypassed in dealing with the current tension around the Ukrainian issue. After the cold war, NATO expanded again and again, which ran counter to the trend of the times to maintain common security. One country's security cannot be at the expense of other countries' security, and regional security cannot be guaranteed by strengthening or even expanding military groups. China urges relevant countries to draw lessons from history, uphold the concept of common, comprehensive, cooperative and sustainable security, adhere to enhancing mutual trust and resolving disputes through dialogue and consultation, and do more things conducive to world peace and regional stability.
