According to reports, in order to set the conditions for space renovation, land use and utilization in the Macao SAR, and make reasonable and comprehensive arrangements for public infrastructure and public facilities, the Macao SAR government plans in accordance with the provisions of the urban planning law and the detailed rules for the implementation of the urban planning law. The master plan is based on the development orientation of the Macao Special Administrative Region, aiming at promoting the integration of Macao and the Great Bay area of Guangdong, Hong Kong and Macao, developing industrial diversification and protecting Macao's historical and cultural heritage, and taking the construction of "World Tourism and leisure center" and "beautiful home" as the main axis of urban development strategy. The master plan is composed of planning regulations, renovation planning map and development condition map, Detailed planning is better than detailed planning. The plan proposes to cooperate with the planning of Guangdong Hong Kong Macao Great Bay area, reflect the positioning of the Macao SAR as the central city of the Great Bay area, strengthen its international and regional status, deepen its spatial functions, and promote the overall plan for the construction of Hengqin Guangdong Macao deep cooperation zone, so as to open up space for the long-term development of the Macao SAR. The planning integrates the population distribution, characteristics and functions of the current statistical districts, and proposes to divide Macao's land into 18 planning districts, including residential areas, commercial areas, industrial areas, tourism and entertainment areas, public facilities areas, ecological protection areas, public infrastructure areas, green areas or public open space areas. Subsequently, the SAR government will carry out the preparation of detailed plans for each district in turn.
