The HKSAR Government strongly opposes unreasonable allegations against freedom of the press and expression in Hong Kong

2022-02-10

The Hong Kong SAR government strongly condemned the statement made by the British Foreign Office and some members of the "media freedom alliance" on the implementation of Hong Kong's national security law on the 9th. A spokesman for the SAR government said that the SAR government is proud of unswervingly upholding the rule of law and judicial independence, and has taken this as the cornerstone of Hong Kong's success as an international business and financial center. Article 25 of the Hong Kong Basic Law stipulates that all Hong Kong residents are equal before the law. The co signer's allegation that we targeted and suppressed the independent media in the SAR after the enactment of the national security law of Hong Kong is groundless. The spokesman said that since Hong Kong's return to the motherland, the SAR government has firmly safeguarded the freedom of the press and expression guaranteed by the Hong Kong Basic Law and the Hong Kong Bill of Rights Ordinance. In fact, Article 4 of the national security law of Hong Kong stipulates that the SAR shall protect these freedoms in accordance with the law in safeguarding national security. The spokesman said that according to the International Covenant on Civil and political rights, the exercise of freedom of the press and expression must comply with legal restrictions for reasons such as safeguarding national security. The spokesman stressed that the law enforcement departments of Hong Kong, whether under the national security law of Hong Kong or any local legislation, take law enforcement actions based on evidence, in strict accordance with the law and the conduct of the relevant persons or units, regardless of their occupation, background or political position. The SAR government's enforcement actions against "position news" are also based on these basic principles. The spokesman pointed out that Hong Kong's media environment remained vibrant. For example, there are 209 local, mainland and overseas media organizations registered in the press release system of the Information Department of the SAR government, more than before the implementation of the national security law of Hong Kong. As always, the media can exercise the right to supervise the work of the SAR government; As long as it is not illegal, the freedom of the media to comment or even criticize the administration of the SAR government is not restricted. The spokesman stressed that the signing of the statement "related to media freedom" by foreign units is nothing more than their consistent distorted and arbitrary attack on the national security law of Hong Kong. The SAR government deeply regrets it and must denounce it. Contrary to the relevant allegations, since the implementation of the national security law of Hong Kong, Hong Kong society has been able to restore stability, and citizens are no longer threatened or intimidated by acts or activities endangering national security or affecting their daily life.
