On December 30, 2021, the Ministry of industry and information technology issued the guidelines for the implementation of digital quality management in manufacturing industry (for Trial Implementation) (Gong Xin Ting Ke [2021] No. 59, hereinafter referred to as the guidelines). The relevant contents of the guidelines are interpreted as follows: 1、 What is the background of the guide? China has the most sound industrial system in the world. Since 2010, the added value of manufacturing industry has ranked first in the world for 11 consecutive years, and the status of manufacturing power has been further consolidated. Among the 500 major industrial products, the output of more than 40% of the products ranks first in the world. However, overall, the quality level and brand influence still lag behind the growth of scale, and the situation of "large but not strong, comprehensive but not excellent" has not been fundamentally changed. It is still an important strategic task for China's economic development at present and in the future to accelerate the high-quality development of manufacturing industry, create new competitive advantages of manufacturing brands, and promote China's manufacturing industry to leap to the middle and high-end of the global value chain. In recent years, focusing on promoting the quality improvement of manufacturing industry, the CPC Central Committee and the State Council have issued the guiding opinions of the CPC Central Committee and the State Council on carrying out quality improvement actions. Our ministry has issued the implementation opinions on promoting the quality improvement of manufacturing products and services (gxbk [2019] No. 188), and organized and carried out a series of work such as industrial quality brand construction, Remarkable results have been achieved. At present, a new round of industrial transformation led by the new generation of information technology is booming. Digital transformation has become the general trend. Digital productivity is increasingly showing a strong driving force, providing new opportunities and new space for manufacturing quality management innovation and high-quality development. In the world's unprecedented great changes in a century, in response to the increasingly complex international situation, digitally empowering enterprises with all-round quality management in the whole process and improving the quality coordination level of the industrial chain supply chain is a realistic choice to promote the quality, efficiency and power transformation of the manufacturing industry and realize high-quality development. 2、 How to consider the positioning of the guide and what are the main contents? On the basis of implementing the implementation opinions of the Ministry of industry and information technology on promoting the improvement of product and service quality of manufacturing industry (gxbk [2019] No. 188), we put forward targeted measures in terms of strengthening direction guidance, highlighting enterprise subjects, improving service supply and strengthening environmental construction in combination with the new trend of industrial digital transformation and the new trend of quality management reform. The guide consists of 7 chapters and 23 articles. The main contents include: the first chapter defines the general requirements of "one main line, three changes and four principles" and strengthens the direction guidance; The second chapter puts forward the key scenes of manufacturing quality management digitization from three levels, and guides enterprises to take the scene construction as the entry point to promote the digitization of quality management; The third to fifth chapters highlight the main body of enterprises and put forward implementation requirements from the aspects of working mechanism, capacity enhancement and data development. Guide the enterprise system to improve the working mechanism and consolidate the management foundation for promoting quality digitization; Focus on the main line of capacity-building and comprehensively strengthen the digital ability of quality management from the aspects of "human, machine, material, method, environment and measurement"; Strengthen the development and utilization of quality data in the whole life cycle and improve the data-driven role. The sixth chapter guides relevant parties to innovate quality management, digital public services and improve the level of service supply. Chapter VII insists on taking multiple measures at the same time to guide relevant parties to improve policy guarantee and supporting environment. 3、 What are the differences and connections between digital quality management and traditional quality management? Digitalization of quality management is a process of promoting the digitalization, networking and intelligent upgrading of quality management activities, enhancing the quality management ability of the whole life cycle, the whole value chain and the whole industry chain, improving the quality of products and services and promoting the high-quality development of manufacturing industry through the integrated application of a new generation of information technology. It can be simply understood as quality management under the condition of digitization. Compared with traditional quality management, the connotation of quality management digitization has not changed substantially. It is to systematically carry out quality planning, quality control, quality assurance and quality improvement activities by using a series of technologies, methods and tools to effectively control the quality of products and services. However, there are differences in the focus of attention, management scope and working means between the two: In terms of focus, traditional quality management mainly focuses on the relatively stable development environment in the industrial era, and pays more attention to the quality problems in large-scale production; The digitization of quality management mainly faces the uncertain needs of the digital age. While paying attention to the quality of large-scale production, it also pays more attention to the rapid satisfaction and efficient response to the personalized and differentiated needs of users. In terms of management scope, traditional quality management is more aimed at the quality management of enterprises and supply chain. With the in-depth development of digitization, the enterprise boundary has become increasingly blurred, and the scope of quality management has accelerated from enterprise quality to ecosystem quality. The emphasis on quality management post division and upstream and downstream quality responsibility division has changed to customer-centered quality cooperation, and more attention has been paid to the comprehensive management of product life cycle, industrial chain supply chain and even ecosystem quality. In terms of work means, on the basis of applying the methods and tools precipitated by traditional quality management, digital and intelligent equipment, system platform and other technical conditions, pay attention to customer-centered process optimization and reconstruction and management mode change, and fully tap the driving role of data in quality management innovation, Systematically improve the digital ability of enterprise quality management. 4、 What is the relationship between digital transformation and digital quality management? Digital transformation is a process aimed at value creation, guided by improving efficiency and efficiency, stimulating the innovation driving potential of data elements, and driving business change with digital technology. Digital transformation is a new requirement and deployment of the integration of the two modernizations in the new era. Through digital transformation, industrial transformation and upgrading and high-quality development have opened a new journey of the integration of the two modernizations. The digitization of quality management is the transformation of quality management mode caused by digital transformation, which mainly focuses on the transformation of the scope, mode and goal of quality management. Its core is the improvement of the digitization ability of enterprise quality management under the condition of digitization, involving the construction of digital thinking, the application of digital technology, the adjustment of management mechanism, the development and utilization of data and so on. 5、 What is the goal of digitizing quality management? Promote manufacturing enterprises, professional institutions, competent departments of industry and information technology at all levels and other parties to jointly promote the digitization of quality management, enhance the quality management capacity of the whole life cycle, the whole value chain and the whole industry chain, improve the quality of products and services in the manufacturing industry, promote the formation of a new advantage of quality brand competition, and promote the overall leap of the manufacturing industry to the middle and high end. Specifically, it is expected to achieve the following effects: First, improve the quality management level of enterprises. Guide enterprises to be more systematic, promote the deep integration of digital technology and quality management, strengthen the digital ability of quality management in various links such as "man-machine material method and environmental measurement", promote data-driven quality planning, quality control and quality improvement, improve the quality coordination level of industrial chain supply chain, and further improve the quality level of products and services. Second, promote the improvement of quality brands in key industries. Strengthen classified guidance, combined with pilot demonstration and other work, establish a number of replicable and popularized digital typical scenes and benchmark enterprises of quality management in key industries such as biomedicine, new materials, aerospace, ship and marine engineering, electronic manufacturing, new energy and intelligent networked vehicles, so as to drive the overall improvement of industry quality. Third, improve the basic support service capacity. "Use to promote construction", driven by the demand of enterprise quality management digitization for standards, methods, tools and systematic solutions, promote the supply of innovative services such as professional institutions, industry organizations and solution providers, and improve the basic support capacity. 6、 What are the effects of data elements on the digitization of enterprise quality management? Data is the fifth largest factor of production after land, labor, capital and technology. It has the attributes of replicability, sharing and unlimited supply. It plays an important role in supporting enterprise decision-making, driving coordination and promoting innovation. The main role of data in the digitization of enterprise quality management can be summarized as follows: First, improve the decision-making level of quality management. Based on the integrated application of big data, digital twins, artificial intelligence and other technologies, build a series of decision-making models such as data-based quality judgment, quality improvement and quality prevention, promote the transformation of the decision-making mechanism relying on manual judgment into a data-driven self optimization and intelligent decision-making mechanism, effectively improve the efficiency of quality business decision-making, reduce quality risks and improve user experience, Strengthen the flexible response ability and level to uncertainty. Second, drive the coordination of quality management. With the continuous convergence of quality data within the enterprise and upstream and downstream, enterprises can establish a unified quality management platform, promote the digitization, modeling and platform of quality management knowledge, methods and experience, innovate quality methods and tools based on multi domain and multi type data fusion analysis, reduce the threshold of quality management specialization and improve the level and effectiveness of quality management activities. 7、 How to promote the implementation and application of the guide? First, strengthen publicity, implementation and mobilization. Make full use of various media to carry out publicity and implementation mobilization in multiple ways, such as policy interpretation articles, online and offline special salons, hierarchical and classified training, so as to enhance all parties' understanding of the guide. During the implementation process, strengthen the refining and summary of typical practices and practical experience of benchmarking enterprises and demonstration scenes, and organize a series of activities such as experience exchange, on-site observation and case sharing, so as to stimulate the power of enterprises to promote the digitization of quality management. Second, strengthen detailed guidance. In accordance with the overall requirements of the guide and in combination with the needs of enterprises in different industries and different development stages for the digital improvement of quality management, further develop standards such as the guide for the construction of digital capacity of quality management, and promote the construction of the list of digital scenes of quality management by industry. In combination with the work deployment such as the implementation of the upgraded version of the integrated management system of two modernizations of our department, we will promote the construction guidelines and standards on a large scale, organize and carry out the pilot demonstration of digital capacity-building of quality management, and drive more industries and enterprises to promote the application of new technologies, methods and models of digital quality management. Third, strengthen effectiveness tracking. The standardization organization carries out the digital diagnosis and benchmarking of quality management, and further finds out the current situation and trend, development priorities and weak links of digital quality management from the overall, different industries and different regions, so as to form a good atmosphere of "learning to catch up with and surpass". Explore the link between diagnostic benchmarking and policy support, demonstration selection, performance appraisal and other work to improve the application effect of the guide.
