With the deepening of aging in China, the number of elderly population is increasing year by year. The long-term care of disabled elderly has gradually become a part of concern in the field of elderly care in recent years. Recently, some experts said in an interview that care for the disabled and mentally retarded elderly should not be regarded as the responsibility of elderly care institutions. To meet the rigid demand for care for the disabled and mentally retarded elderly, we can consider strengthening the construction of grass-roots close medical community and establishing an elderly care service system suitable for China's national conditions in the shortest time, so as to cope with the acceleration of population aging. What experts said is a kind of thinking, and more importantly, it emphasizes the importance of strengthening the supply of public goods and services in the field of elderly care. As the name suggests, the disabled elderly refers to the elderly who have lost their ability to live. According to international standards, if one of the six indicators can't be done, it can be characterized as "disabled". We often believe that the sense of oppression brought by aging comes from providing resource support to the increasingly large group of retired elderly people. But in fact, the elderly in modern society are an important development force rather than a burden. The healthy elderly over the age of 70 are of great value to the society in terms of intelligence, physical strength and even innovation ability. The real social problems caused by aging come from the elderly who have lost their ability to take care of themselves. Therefore, we can see that in recent years, relevant departments and regions have begun to layout and made some policy preferences. However, the pension problem of the disabled elderly may no longer be limited to one department or industry. In the process of allocating the proportion of responsibilities among the state, society and family, it needs more overall and holistic governance thinking. According to the data provided by the National Health Commission, different from western developed countries, China's elderly have the problem of longevity and unhealthy. At present, about 190 million elderly people suffer from chronic diseases, and more than 40 million disabled elderly people need care. It is estimated that by 2030, the disabled elderly in China will exceed 77 million, and the disability period experienced by the disabled elderly will also increase to 7.44 years. In contrast, by the end of 2020, there were 329000 pension institutions and facilities in China, with a total of 8.21 million pension beds, and 31.1 pension beds per 1000 elderly people. In the context of this serious imbalance between supply and demand, it is particularly necessary for the government and social forces to intervene and support in time. In the environment with the family as the main body of pension, especially for the one-child generation, after any old man in the ordinary family enters the disability state, it means that he will lose another valuable income of normal labor force. Moreover, because the stock of qualified nursing workers is far less than the actual demand, the price is also rising, and the monthly expenditure of thousands of Yuan often makes the so-called "one disabled old man crushing a family" a nightmare for many people. Due to the problem of cost and capacity, the disabled elderly are actually not welcomed by the elderly care institutions at this stage, and some long-term care insurance introduced by local governments are also unattractive because they are not mature enough. In other words, if we can not properly take care of the large-scale disabled elderly, it will have a far-reaching and huge negative impact on social and economic development, personal and family life and welfare security system. Relevant departments predict that during the "14th five year plan" period, China's elderly population will exceed 300 million, moving from mild aging to moderate aging. The "14th five year plan" also proposes to implement a national strategy to actively deal with population aging, and make comprehensive measures from the aspects of wealth reserve, human resources, material services, scientific and technological support, social environment and so on. In the future, we will gradually promote more national and social resources to the disabled elderly, provide subsidies to family caregivers, and establish a more effective long-term care insurance system. One of the major principles is to change the way of thinking, alleviate the anxiety of ordinary people about having no home for the elderly through the government and society taking more responsibility for caring for the disabled elderly, and really reduce the pressure of individuals and families, so as to release the labor force to the greatest extent, promote the development of productivity and calmly deal with the "silver wave".
