Joint statement of the leaders of the five nuclear weapon states on the prevention of nuclear war and the avoidance of an arms race

The people's Republic of China, the French Republic, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America believe that it is our primary responsibility to avoid the outbreak of war among nuclear weapon states and reduce strategic risks. We affirm that nuclear war cannot be won or fought. In view of the far-reaching consequences of the use of nuclear weapons, we also affirm that as long as nuclear weapons continue to exist, they should serve the purpose of defense, deter aggression and prevent war. We firmly believe in the need to prevent the further proliferation of nuclear weapons. We reaffirm the importance of addressing the nuclear threat and emphasize the importance of upholding and abiding by our bilateral and multilateral agreements and commitments on non-proliferation, disarmament and arms control. We will continue to abide by the obligations of the Treaty on the non proliferation of nuclear weapons, including our obligations under Article VI, "to negotiate in good faith on effective measures for the early cessation of the nuclear arms race and nuclear disarmament, as well as on a treaty on general and complete disarmament under strict and effective international control". We are willing to maintain and further strengthen our national measures to prevent the unauthorized or accidental use of nuclear weapons. We reiterate that the previous statement on non targeting remains valid and that we will not target nuclear weapons at each other or any other country. We emphasize our willingness to work with all countries to create a security environment more conducive to promoting disarmament. The ultimate goal is to establish a nuclear weapon free world based on the principle of undiminished security for all countries. We will continue to seek bilateral and multilateral diplomatic ways to avoid military confrontation, enhance stability and predictability, enhance mutual understanding and trust, and prevent an arms race that is unhelpful and endangers all parties. We are determined to conduct constructive dialogue on the basis of mutual respect and recognition of each other's security interests and concerns. (outlook new era)
