The construction plan of the lunar scientific research station was originally to 2035, but at present, the relevant principals of China and Russia have said that this plan will be built or even completed at least 8 years in advance, that is, around 2027. The lunar scientific research station project will be jointly built by China and Russia. The two countries have signed a cooperation co construction and operation agreement, which is also conducive to reducing costs and improving the ability to deal with risks. The earlier agreement set the time for the construction of the scientific research station in the mid-1930s, i.e. about 2035. However, now it has been changed to 2027. The "Artemis program" was officially approved by the United States in 2017. It is planned to send American astronauts to the moon in 2024 and build some large facilities on the lunar orbit and surface. Zhang Chongfeng, deputy chief designer of China's manned space program, said that this challenges the existing international agreements, including the UN moon agreement, because the moon belongs to all mankind, not a specific party. In response, he said in a paper published in Shanghai Aerospace in June that China will take some forward-looking measures and decide to deploy lunar exploration missions such as lunar research stations in advance in response to the hegemonic plan of the United States, Japan and other countries. The lunar research station will be a nuclear powered lunar research station. It will be placed on the lunar south pole lunar surface as an unmanned equipment. When the manned lunar landing project is implemented, astronauts will be able to settle in the lunar research station. Its role is like that of a space station in space, which can meet the long-term residence of astronauts. The lunar scientific research station will also be equipped with a mobile base station, which can also be said to be a large lunar rover. It can walk freely on the lunar surface for a long time. Its walking and detection work can be controlled through its own and the signal transmitting and receiving equipment of the lunar scientific research station.
