The preschool promotion plan proposes that by 2025, the gross enrollment rate of national preschool education in three years will reach more than 90%, the coverage rate of inclusive kindergartens will reach more than 85%, and the proportion of children in public kindergartens will reach more than 50%. The plan points out that we should continue to increase the supply of inclusive resources through multiple channels, vigorously develop public kindergartens, actively support inclusive private kindergartens, and support and standardize social forces to run kindergartens. We will strengthen the construction of village level kindergartens, build, reconstruct and expand a number of kindergartens in urban areas with new population and floating population, and improve the layout of urban and rural preschool education and public service network. The county promotion plan points out that it is necessary to resolutely put an end to illegal cross regional top-notch enrollment and prevent the excessive loss of students in the county. Standardize the enrollment order of ordinary high schools, stabilize the source of high-quality students in the county, attract excellent talents to teach in the county for a long time, stimulate the vitality of running schools in the county, and promote the sustainable and healthy development of the county. The main goal of the county middle school promotion plan is to significantly improve the overall school running level of the county middle school by 2025, basically improve the coordinated development mechanism of ordinary high schools in the county and urban areas within the city, coordinate the development of ordinary high school education and secondary vocational education, and promote the gross enrollment rate of high school education in China to reach more than 92%. The plan requires that the flow procedures of teachers be handled in strict accordance with the relevant national regulations and procedures. It is strictly prohibited for schools in developed areas and urban areas to rush to dig excellent principals and teachers in weak areas and counties. For those who maliciously rush to dig talents from County schools without the consent of the organization and personnel department and the education administrative department, all kinds of excellent and advanced qualifications of schools shall be stopped. In addition, the plan points out that the education administrative department shall not occupy the staffing of county middle school teachers or borrow county middle school teachers for a long time, prohibit public school teachers from teaching in private schools, and complete the rectification before the beginning of school in the autumn of 2022.
