On May 6 this year, an outdoor advertising sign dropped from the 6th floor in Taiyuan, Shanxi hit a moving vehicle, the driver suffered head injury and died after rescue; In August 2018, the signboard of a store on Nanjing East Road in Shanghai fell off, causing 3 deaths and 6 injuries. Throughout some safety accidents, there are problems in the management of advertising signs behind them. Some large outdoor advertisements lack safety certification, which has become a hidden danger hanging overhead; Some store signs are only stuck with glue, which poses a safety risk; Some outdoor advertising signboards have been in a state of non ownership for a long time, with prominent hidden dangers... These phenomena remind us that the disorderly setting of advertising signboards has affected urban public safety. How to protect people's "safety overhead" is testing the refinement level of urban governance. In the final analysis, the reason why advertising signboards become potential safety hazards is the absence of management and responsibility. Advertising signboards are generally hung at the height of buildings, with a large amount and a wide range. Exposure to the sun and rain will naturally produce corrosion and loss, especially in windy weather, which hides the risk of falling off. It is the key to check risks and eliminate hidden dangers in time. On the one hand, there is a lack of unified standards for the installation of advertising signs, and the approval and filing system is not mandatory, resulting in the lack of a starting point for the safety supervision department to investigate potential risks. On the other hand, although some places stipulate that outdoor advertising should be subject to regular safety inspection and inform the urban management department of the inspection results, the implementation process lacks coercive force and can only rely on the consciousness of market subjects. At the same time, after many shops are closed, shopkeepers often do not take the initiative to deal with signboards. Before the successful sublease of shops, these left ownerless signboards lack management and maintenance. Safety is the bottom line of urban development. If you can't do "nothing wrong" every day, you may "nothing wrong". In recent years, all localities have also made great efforts to renovate advertising signboards. For example, nearly 70000 illegal advertising signboards were demolished in Nanchang, Jiangxi Province from 2017 to 2020. In addition, with the recent increase of low temperature and gale weather, all localities are also stepping up the investigation of advertising signboards under their jurisdiction and urging reinforcement and rectification. However, compared with a large number of advertising signboards and hidden risks, the professional level and manpower of managers are limited after all. It is difficult to achieve complete coverage and effective governance only by street patrol and naked eye judgment; Only by focusing on special rectification, we often reap the effect of treating the symptoms. Moving the gate forward, promoting the supervision of advertising signboards, making repairs during and after the event, and transforming them into preventive measures in advance is the fundamental strategy to eliminate potential safety hazards, and it is also the due meaning of fine management. The system is long-term and fundamental. In the management of advertising signs, we also need to rely on the system to delimit the red line and build a safety bottom line. The regulations of Beijing Municipality on the administration of the establishment of outdoor advertising facilities, plaque signs and slogans and publicity materials has been officially implemented since September 1 this year, which makes it clear that safety impact assessment is required before the establishment of facilities to prevent safety accidents such as injury and destruction of outdoor advertising plaque signs. The introduction of similar management regulations around the country has taken an important step in institutional constraints. Next, it is necessary to make efforts in the implementation of the system. Under the same conditions, different subjective initiatives lead to different results in the implementation of work. We should avoid formalism and bureaucracy, never "avoid" or "rely on" in the face of difficulties, give better play to our subjective initiative, and pay close attention to implementation and effectiveness in the spirit of nailing nails. Protecting the personal and property safety of the people is the bottom line project of "people's city for the people".
