However, without adjusting the risk level in Hangzhou, many places in China have successively designated Hangzhou as a medium and high-risk area, and some places in Zhejiang Province are also tightening prevention and control policies. Some regions said that they would not receive personnel from West Lake District of Hangzhou for the time being. Some regions also issued a notice of "centralized isolation of personnel from West Lake District of Hangzhou". In addition, Hangzhou netizens on business abroad could not stay in hotels and were forced to "live on the streets". In response to this situation, the relevant person in charge of Zhejiang provincial prevention and control office "made a special explanation" at the epidemic news conference on November 29: Hangzhou is a low-risk area in the whole region. All parts of the province shall not take layer by layer control measures for personnel from Hangzhou, and shall not issue restrictive measures such as "unnecessary stay out of the city" without authorization. The implemented improper measures shall be corrected immediately. At the moment of normalized epidemic prevention and control, while doing a good job in the health management of key personnel, all localities should also ensure the free flow of healthy people. Local governments should show the strength of scientific decision-making, rational response and accurate prevention and control, consolidate the foundation of coordinated operation and rapid response of various departments and institutions, and strictly do a good job in social control, rather than "blocking it". After all, even if the epidemic can be "blocked", personnel exchanges, economic exchanges and social development cannot be "blocked". Over the past year or so, in some dealings with COVID-19, some places had unauthorized overweight, resulting in various negative effects. Academician Zhong Nanshan recently said publicly that the problem of the epidemic lies in how to balance. On the one hand, we should restart the economy and on the other hand, we should control the epidemic. This requires accurate prevention and control, but it does not mean adding weight at all levels. Faced with the global epidemic and complex external environment, China has explored effective ways to balance the epidemic prevention and control and economic and social development, and all localities should pay more attention to adopting flexible policies to enhance the ability to control and prevent COVID-19.
