With regard to the arrangements for voters to return to Hong Kong from the mainland to vote in the 2021 Legislative Council general election, the Hong Kong SAR government announced on the 29th that a polling station (control station polling station) would be set up on the Hong Kong side of the Hong Kong / Shenzhen border control zone to facilitate Hong Kong voters in the mainland to return to Hong Kong to vote. If an elector returns to the mainland immediately after voting at a designated control point polling station, he may be exempted from the centralized isolation or medical monitoring arrangements in the mainland. Since novel coronavirus pneumonia outbreak, the HKSAR government has not yet returned to normal cross-border intercourse between Mainland and Hongkong, while Hongkong residents in the mainland are quite numerous. The above arrangements comply with relevant laws and regulations and help voters exercise their right to vote. The SAR government said that the mainland entry-exit control authorities had agreed to temporarily open the Liantang, Lo Wu and Futian ports corresponding to the entry-exit control points of the Xiang Yuen Wai, Lo Wu and Lok Ma Chau Spur lines on polling day. The mainland health and epidemic prevention authorities agree that on the premise of meeting the specified health and epidemic prevention requirements, successful registered voters who return to the mainland immediately after voting at the designated control point polling station can be exempted from the centralized isolation or medical monitoring arrangements in the mainland. It is understood that the relevant arrangements will adopt a pre registration system and set quota restrictions. The maximum registration places at the three control points will be 111000 in total, namely 33000 in Heung Yuen Wai (Liantang), 42000 in Lo Wu and 36000 in the Lok Ma Chau Spur Line (Futian). The places will be allocated on a first come, first served basis. Successful registered voters must return to the mainland immediately after voting at the designated control point on the polling day, otherwise the relevant quarantine exemption arrangements in Hong Kong and the mainland will not apply. In order to avoid increasing the risk of virus transmission at the polling station, the polling station will adopt full closed-loop management. At the end of voting time, the polling station will be transformed into a counting station. Except for the electors, candidates or their agents who have been allocated to the polling station at the control point and those who participate in the electoral work, no one will be allowed to enter or leave the area of the polling station at the control point, and there will be no public observation counting arrangement. It is reported that in order to ensure the orderly implementation of the relevant arrangements and effectively control the epidemic risk, all voters participating in the arrangements must register in advance. This arrangement is only applicable to electors of the district direct elections and functional constituencies who register to vote at the control point polling station, while electors of the election committee constituency do not apply.
