Can "recruitment is not limited to graduation colleges" bring the spring of vocational education

2021-11-05

Recently, the Ministry of human resources and social security issued the notice on issues related to graduates of Vocational Colleges participating in public recruitment of public institutions. The notice requires that public institutions should establish a correct concept of selection and employment, break the employment orientation of only famous schools and only academic qualifications, and establish a talent use mechanism oriented by morality and ability and targeted by job demand. Graduation institutions, overseas learning experience and learning methods shall not be used as restrictive conditions to effectively safeguard and protect the legitimate rights and interests of graduates of Vocational Colleges and institutions to participate in public recruitment and equal opportunities for competition. This notice triggered a heated interpretation. Many people believe that this move will release a clear signal to support the development of vocational education, effectively broaden the employment path of vocational school students and help them open the door of public institutions. This also reflects the selection and employment standard of not sticking to one pattern and giving full play to people's talents. Indeed, if we pay attention to vocational education, we should come up with practical measures, bite down the hard bone, open up the export, and then pass on to the front end with a beautiful vision. Otherwise, if we always verbally emphasize the importance of vocational education, but vocational school students are blocked head-on on the most important issue of job hunting and employment, it is difficult to say that "the spring of vocational education is coming". This time, the Ministry of human resources and social security clearly requires all localities to break the employment orientation of only famous schools and only academic qualifications in the recruitment of public institutions, give vocational school students opportunities, encourage and guide vocational school students to join the cause of rural revitalization, and equally enjoy the preferential policy of open recruitment of grass-roots public institutions in difficult and remote areas, which is undoubtedly a major reform of employment policy. However, it should also be noted that "recruitment is not limited to graduate colleges" is only the first step to achieve employment equity. From a practical point of view, there is still a long way to go to truly treat vocational education "equally" and "not stick to one pattern". First, whether the notice of the Ministry of human resources and social security can be implemented in all localities and departments requires time and a change in the concept of the principal. From the practice of many previous reforms, sometimes a piece of notice can not make the "door open". With the relevant policies, or the policies have opened a hole for vocational school students, what is needed next is to convert them into the conscious consciousness and rigid rules of employers as soon as possible, which will be reflected in the practical action of recruitment and employment. This is obviously much more difficult. It takes courage and courage. Moreover, why are government agencies, institutions and even enterprises keen on famous schools and high education? Of course, the problem of face is not ruled out here. The fact that the unit can recruit many highly educated talents is also an embodiment of its strength and attraction. But in addition, it should also be recognized that highly educated talents still have their own advantages. From the existing disciplines, training objectives, evaluation standards and many other aspects, the vocational school students who aim to cultivate "professionals" still have a gap with the graduates of famous schools and even ordinary colleges and universities in terms of overall competitiveness, which is also a basic reality. Ignoring these, ignoring ability improvement, just shouting equality is meaningless. In other words, the popularity of famous school students and highly educated talents in the workplace does not seem to violate the talent use mechanism guided by morality and ability and aimed at job demand. In addition, from the current effect of education management, the education quality and talent training mode of vocational colleges need to be further improved. How to make vocational education keep up with policy kindness, social expectations and the pace of the times, I'm afraid it still needs great efforts from relevant practitioners and competent departments. Parents, students and society should understand that choosing vocational schools is not helpless, but an initiative. Social equity is the cornerstone and premise of social progress, and the use of talents regardless of style is an important embodiment. Only in this way can we realize the surge of talents and prosperity of the cause. (outlook new era)
