The film censorship (Amendment) Bill 2021 was passed on the third reading by the Legislative Council of the Hong Kong Special Administrative Region on the 27th, which stipulates that inspectors must consider national security factors when judging films. If the Chief Secretary for administration of the SAR government considers that the released film is not conducive to national security, he may, in accordance with his powers, revoke the issued film approval certificate and prohibit the distribution and sale. The bill just passed also sets out the powers, penalties and enforcement norms that the relevant authorities can exercise on national security grounds. Legislative Council member Liang Meifen believes that films are soft power that affects young people. If the film encourages young people to break the law, hate their country or even violate national security laws, these will not be welcomed all over the world. Legislator Lu songxiong also said that films need to be checked. Even the United States has its own "red line" and bottom line. Qiu Tenghua, Secretary for commerce and economic development of the SAR government, said that the amendment would not affect the normal operation of the film industry. Clearly stipulating the legal requirements will also help the film industry avoid breaking into the "red line" by mistake. (outlook new era)
