2021-10-27

On the 25th, the State Forestry and grassland administration announced five national standards, including the code for the establishment of national parks, to clarify the access conditions of national parks, including three principles: National representativeness, ecological importance and management feasibility. Hao Yujun, director of the science and Technology Department of the State Forestry and grassland administration, introduced that the above five national standards are the norms for the establishment of national parks, the technical norms for the overall planning of national parks, the norms for the monitoring of national parks, the norms for the assessment and evaluation of national parks and the norms for the demarcation and marking of nature reserves. The five national standards run through the whole process management links of National Park establishment, planning, boundary demarcation, monitoring, assessment and evaluation, providing important support for the formal establishment of the first batch of national parks and the construction of a unified, standardized and efficient national park system with Chinese characteristics. According to the ecological value and protection intensity, China's nature reserve system is divided into three levels: national parks, nature reserves and nature parks. Among them, the National Park is the highest in intensity and protection level. It is the most important natural landscape in China, the most natural landscape, the most natural heritage and the most abundant biodiversity. Tang Xiaoping, President of the National Park Research Institute, introduced that in the access conditions of national parks, "national representativeness" emphasizes that national parks must be established under the leadership of the state in line with the overall and long-term interests of the country. "Ecological importance" is the core function of the National Park. Any other function must be carried out on the basis of ecological protection, and the natural resources and human resources carried by the natural ecosystem must be completely preserved. "Management feasibility" means that the establishment of national parks should not only reflect the state power, national management, national legislation and national maintenance, but also fully take into account the realistic conditions of more people and less land in China, have the potential to realize effective management at a more reasonable cost, coordinate the relationship between stakeholders, provide national quality education opportunities and realize national sharing.
