Making up for Shortcomings and Strengthening Standards - Multiple Departments Accelerate the Support of "Protective Umbrellas" for Workers in New Business Forms

2024-05-06

During the May Day holiday, Qi Jianzhong, a delivery rider from Meituan in Nanjing, was both busy and down-to-earth. "With occupational injury protection, running is much more reassuring, otherwise I really don't know who to turn to if I'm injured." In December 2023, Qi Jianzhong accidentally fell and broke a bone while delivering meals. With the help of Meituan staff, he applied for occupational injury protection on his mobile phone and reimbursed approximately 875 yuan for medical expenses of 1000 yuan. After disability assessment, at the end of January 2024, he received a one-time disability subsidy of 41900 yuan from the human resources and social security department. Qi Jianzhong told reporters that he has been a rider for 6 years, with a good income and flexible time. But in the midst of nervousness and busyness, there are inevitably bumps, especially during bad weather, and family members always worry. "Occupational injury protection is like adding an extra layer of 'protective net', so after four months of rest and recovery, I returned to deliver takeout." Qi Jianzhong said that occupational injury protection is a new type of work-related injury insurance created by the country for workers in new employment forms. Payment is made by platform enterprises, and individual employees do not pay. The scope and situation of its protection, as well as the standards and levels of treatment, are basically consistent with work injury insurance. Starting from July 2022, the occupational injury protection for new forms of employment has been piloted in seven platform enterprises, including Meituan, Ele.me, Flash Delivery, Huolala, and Caocao Chuxing, in seven provinces and cities including Beijing, Shanghai, Jiangsu, and Guangdong. As of the end of March 2024, 8.017 million people have been included in the coverage. "Occupational injury protection effectively safeguards the rights and interests of employees in new forms of employment, especially effectively playing a protective role in major accidents. This system also disperses the operational risks of platform enterprises and helps the platform economy to develop in a standardized and healthy manner." said Zheng Xuanbo, Director of the Work Injury Insurance Department of the Ministry of Human Resources and Social Security. Zheng Xuanbo introduced that the pilot program on how to participate in social insurance for the emerging group of new forms of employment has solved the problem and accumulated valuable experience. The next step will be to summarize the experience and study expanding the scope of implementation. The reporter noticed that a dedicated occupational injury protection service section has been set up on the website of the National Social Insurance Public Service Platform, displaying the trial operation of query services such as participation information, acceptance of benefits payment applications, confirmation of occupational injuries, benefits distribution, and processing progress. There are 84 million new forms of employment for workers, including delivery riders, instant delivery drivers, and ride hailing drivers. "In response to the shortcomings faced by this group such as high occupational risks, high labor intensity, and low security levels, in recent years, we have worked with relevant departments to continuously improve institutional mechanisms, innovate work methods, strengthen service guarantees, and safeguard the legitimate rights and interests of workers in new forms of employment." said Li Xinwang, Director of the Labor Relations Department of the Ministry of Human Resources and Social Security. From the joint issuance of the "Guiding Opinions on Safeguarding the Labor Security Rights and Interests of Workers in New Forms of Employment" by eight departments, to the introduction of special policies to protect the rights and interests of key groups such as delivery drivers and ride hailing drivers, and the reasonable definition of enterprise labor protection responsibilities, to the release of the "Guidelines for Safeguarding the Rest and Labor Remuneration Rights and Interests of Workers in New Forms of Employment", "Guidelines for Publicizing Labor Rules for Workers in New Forms of Employment", and "Guidelines for Safeguarding the Rights and Interests of Workers in New Forms of Employment" in February 2024
