Four major sea areas have entered the off-season fishing ban period, and multiple departments have launched special law enforcement actions

2024-05-06

The reporter learned from the Ministry of Agriculture and Rural Affairs that starting from 12:00 on May 1st, China's Bohai Sea, Yellow Sea, East China Sea, and the South China Sea (including the Beibu Gulf) north of 12 degrees north latitude have entered the off-season fishing period, and nearly 120000 marine fishing vessels and auxiliary vessels in China have returned to port for fishing. The Ministry of Agriculture and Rural Affairs, the China Coast Guard, and the Ministry of Public Security jointly launched the special law enforcement action for the 2024 marine fishing ban during the off-season, mobilizing law enforcement forces from various coastal areas to jointly carry out law enforcement and supervision work, and protect marine fishery resources. The off-season fishing ban in the ocean is the most populous, long-lasting, and influential fishery resource conservation and management system in China. It is also an important measure to promote high-quality development and modernization of the fishery industry. The three departments require that all levels of fishery and fishery administration, maritime police, and public security departments in the coastal areas adhere to the principles of strengthening weak points, addressing weaknesses, focusing on key points, and emphasizing practical results, and comprehensively carry out the supervision of fishing bans during the off peak season. Firstly, we need to strengthen law enforcement cooperation and coordination among departments, scientifically and reasonably allocate resources, comprehensively, comprehensively, and comprehensively crack down on illegal and criminal activities related to fishing, and promote the construction of an integrated regulatory pattern of information connectivity, law enforcement linkage, problem joint handling, and case joint handling. Secondly, we must strictly implement the fishing ban system at the port of registry to ensure that fishing vessels that are subject to fishing bans can be managed. Standardize the management of special fishing and ensure the scientific utilization of special economic species resources without affecting the fishing ban order. Focus on key targets with high risks of illegal and irregular activities, strengthen law enforcement and supervision on both sides of the bottom trawl fishing ban line, the surrounding waters of the sea area boundary, as well as key areas such as Long Island, Yangtze River Estuary, and South Australia, to prevent illegal fishing activities from occurring. We need to widely promote the fishing ban system and relevant laws and regulations, increase the exposure of illegal and irregular behaviors, especially major cases, regularly release typical cases, timely accept public reports, and strengthen grassroots governance in fishing areas. "Coastal fisheries and fishery authorities, maritime police, and public security departments at all levels should be guided by cracking down on the stubborn diseases that harm the development of fisheries, adhere to the strictest supervision and law enforcement, and safeguard the high-quality development of fisheries." The relevant person in charge of the special law enforcement action said. (Lai Xin She)
