On the 21st, Liang Hongzheng, Deputy Director of the Hong Kong Special Administrative Region Government's Bureau for Civil Affairs and Youth Affairs (DAB), stated that the government has been committed to providing Hong Kong citizens with a comprehensive and accurate understanding of the Constitution, the Basic Law of Hong Kong, and the National Security Law of Hong Kong. The Civil Youth Bureau and the Citizen Education Committee have been closely cooperating to promote at the community level through different channels and educational methods. On the same day, Liang Hongzheng delivered a speech at the final and award ceremony of the "Q&A Competition on the Basic Law" in Hong Kong, stating that the Basic Law of Hong Kong is a constitutional document of the Hong Kong Special Administrative Region. It sets out important concepts such as "one country, two systems", "high degree of autonomy", and "Hong Kong people governing Hong Kong" in the form of law, as well as the various systems implemented in the Hong Kong Special Administrative Region. Liang Hongzheng stated that the SAR government successfully completed the legislative work of Article 23 of the Basic Law of Hong Kong in the past March, fulfilling Hong Kong's constitutional responsibility of maintaining national security through local legislation. The Regulations on Safeguarding National Security have also officially come into effect on March 23, 2024, providing more effective protection for national security. At the social level, Hong Kong can gather energy to comprehensively promote the economy, benefit people's livelihoods, and seek development; At the family level, with social stability and mutual understanding among the people, everyone can achieve harmony and prosperity. Liang Hongzheng mentioned that it is evident that the Constitution, Hong Kong Basic Law, and National Security are of great importance to the Hong Kong Special Administrative Region. The Democratic Youth Council and the Civic Education Commission have been working closely together to promote the Constitution, Hong Kong Basic Law, and Hong Kong National Security Law at the community level through various channels and educational methods, including publishing publications, web pages, and social media websites, organizing competitions, lectures, and exhibitions, as well as funding eligible groups to hold civic and national education promotion and exchange activities.
