On April 17th, the "Grassroots Party Building Demonstration Community" plaque ceremony was held in Liwan District, Guangzhou. The first batch of 15 communities that met the creation standards were selected from 201 communities in the district, and the "Grassroots Party Building Demonstration Community" plaque was awarded to the community party organization on site. The creation of grassroots party building demonstration communities is an important measure for Liwan District to improve its grassroots governance system and promote modernization of grassroots governance. In June 2023, Liwan District issued the "Action Plan for Creating Grassroots Party Building Demonstration Communities in Liwan District", which piloted the creation of a batch of grassroots party building demonstration communities in 201 communities throughout the district. According to the "Seven Ones" standards (i.e. forming a vanguard team, building a batch of party building positions, building a discussion platform, carrying out a special activity, improving a batch of infrastructure, providing a set of meticulous services, and launching a batch of advanced models), the community was focused on improvement. After nearly a year of efforts, 46 pilot communities have achieved initial results, among which 15 communities including Panqiu Community in Jinhua Street have met the requirements of demonstration community construction and passed the acceptance evaluation smoothly, becoming the first batch of communities rated as "grassroots party building demonstration communities" in Liwan District. In recent years, party organizations at all levels in Liwan District have adhered to the principle of putting the people at the center, enhancing people's well-being as the starting point and foothold, deepening the advantages of party building leadership, focusing on the five dimensions of "politics, autonomy, moral governance, rule of law, and intelligent governance", and fully promoting community construction in the new era. Efforts have been made to build grassroots party building demonstration communities with solid party building leadership, strong leadership capabilities, beautiful living environment, excellent infrastructure, comprehensive service resources, good neighborhood relations, and stable social situation. In 2023, Panqiu Community in Jinhua Street was selected as a national advanced typical community case, and 10 community party organization secretaries from multiple streets such as Xicun and Fengyuan were selected as "100 grassroots party organization secretaries with work experience in Guangzhou". Liwan District continues to establish a dense organizational system, vertically constructing a five level grassroots organizational structure of "Street Party Working Committee - Community Party Organization - Grid Party Branch - Building (Unit) Party Group - Party Member Responsibility Area". Horizontally, it has established a community "Big Party Committee" covering all 201 communities in the district, widely attracting party organization leaders such as resident units, community service and management institutions, and "Two Enterprises and Three New" to serve as part-time members of community party organizations. This has changed the awkward situation of "fighting alone" in the past, effectively broken administrative barriers, and the advantage of "overall combat" has become increasingly apparent. At present, 978 part-time committee members have been recruited, including party members in charge of resident units, public security police officers, and party members in residential areas, gradually forming a new pattern of grassroots party building with complementary advantages and integrated linkage. Taking Xicun Street and Yuan Community as an example, the community party committee leverages its resource advantages and links resources from schools such as Guangzhou Xiehe School and Guangzhou Chen Jiageng Memorial Middle School to create an ecological and environmental protection practice base on the public land of "Hexin Oasis", establish a volunteer service team for forest protection and green planting, and promote the participation of the whole population in the action of loving and planting green. Only with a strong community cadre team can grassroots party organizations be strong and powerful. Making iron requires one's own hard work.
