The "sense of achievement" linked in a card

Promoting the integration of medical insurance in the Yangtze River Delta is an important measure to take the expectations of residents as a breakthrough point in reform. In 2018, Shanghai, together with the medical insurance bureaus of the three provinces of Jiangsu, Zhejiang, and Anhui, piloted direct settlement of outpatient expenses for medical treatment in different locations. Currently, this convenient service involves 24500 medical institutions in 41 cities in the Yangtze River Delta, with a cumulative settlement of over 33 million people, reducing public advances by nearly 5.6 billion yuan. In recent years, the integration of medical insurance has not only expanded its service scope in the Yangtze River Delta, but also upgraded its service efficiency in demonstration areas, making residents feel the tangible benefits of integration. Aunt Lu, who retired from Wujiang District, Suzhou City, Jiangsu Province last year, now lives with her children in Qingpu District, Shanghai. Due to her high blood pressure, she had a concern before coming to Shanghai, which was to self pay for medical treatment and medication. But when she received a blood pressure lowering medication in person, she found that, like in Wujiang, the "zero difference" experience made her very comfortable, and shared it with some "old friends" who lived across provinces like her. According to Aunt Lu, when she was visiting Zhujiajiao People's Hospital in Qingpu District, Shanghai with her Wujiang medical insurance card, there was no need for registration procedures. From registration onwards, the journey was smooth, and after seeing the doctor, she could use her medical insurance card to directly settle the cost of antihypertensive drugs. Not only that, after the first visit, the Internet hospital can also visit again online without leaving the home, and use medical insurance to directly settle accounts, which saves effort and worry. The Suzhou Wujiang and Shanghai Qingpu, where Aunt Lu is located, as well as the adjacent Jiaxing County in Zhejiang Province, have formed the Yangtze River Delta Ecological Green Integration Development Demonstration Zone. The reporter learned from the Qingpu District Medical Insurance Bureau that since August 2020, the medical insurance departments in the demonstration zone have promoted five things: regional medical treatment exemption from filing, one-stop service handling, chronic disease and special disease settlement, online medical insurance payment, and cross regional audit collaboration, which truly reflects the "same city" to provide residents with a sense of health gain. Starting from September 2023, all 872 designated retail pharmacies under medical insurance in the demonstration zone will achieve direct settlement for drug purchases in different locations without filing, which means that residents in the three regions can use social security cards or electronic medical insurance vouchers to make direct settlements when purchasing drugs in designated retail pharmacies under medical insurance in different locations. As of the end of March this year, a total of 7186 people have been settled, with a total amount of 1.3556 million yuan. Industry insiders believe that the continuous renewal of medical insurance integration in the Yangtze River Delta not only effectively meets the cross regional work and life needs of the people in the region, promotes the sharing of high-quality medical resources within the region, but also creates conditions for the free flow of labor factors within the region, further promoting regional coordinated development. For example, Qingpu District is a gathering place for logistics headquarters. There are many delivery guys from Jiashan and Wujiang who come and go in the wind and rain, and occasionally feel cold. They mainly rely on purchasing medicine from pharmacies to solve the problem. Nowadays, not only can medical insurance cards be used across regions, but even without a medical insurance card, medication can be purchased directly from pharmacies using electronic medical insurance vouchers. A small step in medical insurance services and a big step in people's health. Behind the "One Card" medical insurance system in the Yangtze River Delta is the integration of hundreds or even thousands of links, such as medical data sharing and collaborative review standards. This cannot be achieved without the active adaptation of relevant departments in the three provinces and one city to the new development pattern, gradually adapting and advancing, and breaking down institutional and mechanism barriers. The reporter learned from the Shanghai Medical Security Bureau that the next step is
