How to further effectively promote teacher burden reduction? This year's two sessions, National People's Congress deputies actively offered suggestions and suggestions on this matter. In recent years, the normalization of reducing the burden on teachers has been promoted, and many policies have been introduced from the central to local levels. As early as 2019, the General Office of the Communist Party of China and the State Council issued several opinions on reducing the burden on primary and secondary school teachers and further creating a good environment for education and teaching, providing important guidance for reducing the burden on primary and secondary school teachers. In 2021, the Ministry of Education issued a notice on doing a good job in reducing the burden on primary and secondary school teachers in 2021; In 2022, the Office of the Education Supervision Committee of the State Council issued a notice on prohibiting the allocation of mandatory tasks unrelated to education and teaching, such as "fan raising," "evaluation," and "promotion," to schools; In 2023, the Teacher Work Department of the Ministry of Education included reducing the burden on primary and secondary school teachers as a key focus of its work. In order to effectively reduce the burden on primary and secondary school teachers, many regions have also issued more targeted "load reduction lists", and some places have established complaint mechanisms. For example, the Education Department of Hunan Province has developed a "Teacher Burden Code Reporting" mini program. Any violation of the requirements of the "Hunan Province Primary and Secondary School Teacher Burden Reduction List" and any increase in the burden on primary and secondary school teachers can be reported online through the mini program. But why do teachers in some places still face the problem of excessive burden? Tang Jingli, a representative of the National People's Congress and principal of the 16th Middle School in Cangzhou City, Hebei Province, believes that some local party committees and governments have insufficient understanding of the importance of reducing teacher burden, or only regard teacher burden reduction as a phased work, and the awareness of normalized promotion is not strong. In addition, some local government departments have not established a collaborative mechanism, and the approval system for various "campus entry" matters is not perfect. In addition to administrative tasks unrelated to education and teaching, as well as tangible burdens such as inspections and evaluations, the Central Committee of the Democratic Progressive Party of China has pointed out in its proposal to reduce the burden on teachers that some parents have high expectations and excessive dependence on schools and teachers, and there is a phenomenon of "hands-off shopkeeper style indulgence" and "complaint reporting style participation". Some teachers have to do a lot of work to protect themselves from being held accountable. What is the key focus of creating a good environment for education and teaching to effectively promote teacher burden reduction? "Party committees and governments at all levels are the primary responsible parties for reducing the burden on teachers." Tang Jingli said that the relevant central documents have long made it clear that creating a good environment for education and teaching, allowing teachers to fully devote themselves to teaching and educating people, and implementing the fundamental task of cultivating morality are the responsibilities of Party committees and governments at all levels. Tang Jingli suggested that party committees and governments at all levels should establish a clear list of tasks for entering schools, and empower education administrative departments with the power to check the entrance; When carrying out relevant campus activities, respect the laws of school education and actively listen to the opinions of the school; Strengthen the supervision and accountability mechanism, and increase the accountability of relevant parties for various campus activities that hinder the normal work of teachers.
