On May 1, 2024, the Provisional Regulations on the Management of Carbon Emission Trading will be implemented, which for the first time clarifies the carbon emission trading market system in the form of administrative regulations. It is the first specialized regulation in China's response to climate change, indicating that China has taken an important step in strengthening the control of greenhouse gas emissions through legal means, actively and steadily promoting carbon peak and carbon neutrality, and promoting green and low-carbon economic and social development. To address climate change, the rule of law cannot be absent. At this year's National People's Congress and Chinese People's Political Consultative Conference, Zhang Tianren, a representative of the National People's Congress and Chairman of Tianneng Holdings Group, suggested accelerating the formulation of a law to address climate change, forming a legislative system for carbon reduction, and using legal means to promote the achievement of carbon peak and carbon neutrality. Many experts and scholars also suggest accelerating the promotion of specialized legislation to address climate change, in order to leverage legal cooperation and promote China's early achievement of the "dual carbon" goals. In recent years, there has been an increasing call to play a legal role in addressing climate change.
