Dare to do good deeds and serve Chinese path to modernization with the power of the rule of law -- one year of procuratorial organs "serving the overall situation"

At the end of each year and the beginning of each year, people always like to summarize and look forward. Life is like this, and work is also like this. If we summarize the procuratorial work in 2023, what will prosecutors say? The answer given by the National Conference of Prosecutors General in January 2024 is to fully fulfill the procuratorial functions around the central tasks of the Party and the state. Wherever the central work of the Party is promoted, judicial work must follow up. What are the main tasks carried out by the procuratorial organs in serving the overall situation? What progress and achievements have been made? The reporter conducted in-depth interviews on this matter. Focusing on creating a safe and stable social environment, and building a higher level of safety in China, looking back on 2023, the Supreme People's Procuratorate issued 8 batches of guiding cases and 65 batches of typical cases. These cases involve various aspects of people's lives, either focusing on financial crimes, drug crimes, bribery crimes, or ecological environment protection, state-owned property protection, and comprehensive judicial protection for minors. While popularizing the law to the people, the cases also reflect the positive contributions made by the procuratorial organs in maintaining national security, social stability, and people's peace. In March 2023, the Kunming Military Procuratorate learned during its public interest litigation and prosecution functions that pigeons frequently entered the airspace protection area around a military airport in Guizhou, seriously endangering the safety of military aircraft flight and causing damage to military aircraft on more than one occasion. After investigation, it was found that more than 280 households in multiple towns and communities around the military airport have raised over 20000 pigeons, and the released pigeons often invade the airspace protection area. After understanding the situation, the Kunming Military Procuratorate transferred the lead to the Guizhou Provincial Procuratorate in accordance with the cooperation agreement between military and civilian procuratorates. According to the jurisdiction regulations, the lead was handed over to the Huaxi District Procuratorate in Guiyang City. The Huaxi District Prosecutor's Office has initiated an investigation into this case. The military and civilian procuratorial organs formed a joint case handling team to carry out joint investigations and delivered procuratorial suggestions to relevant administrative departments and the heads of four townships (streets), suggesting that the behavior of raising and releasing pigeons within the clearance range of the military airport be rectified in accordance with the law, and safety hazards be eliminated. "After issuing the prosecution's recommendation, we have received responses from relevant administrative departments and townships (streets), stating that relevant measures have been taken to require breeders to gradually handle the pigeons raised and strictly prohibit their release. However, during follow-up supervision, we found that the situation of pigeon breeding and release is still widespread within the jurisdiction of a certain town government, and the content of the prosecution's recommendation has not been implemented in accordance with the law." Prosecutor Wang Rensheng of Kunming Military Procuratorate told reporters. Faced with the inadequate rectification of a certain town government, the procuratorial organs have decided to file an administrative public interest lawsuit to confirm the protection of national defense and military interests. On August 28, 2023, the Huaxi District Procuratorate filed an administrative public interest lawsuit with the court, requesting the court to order the town government to comprehensively supervise and manage the breeding and release of pigeons in its jurisdiction, and to effectively fulfill its duty of protecting airspace. On October 26, 2023, the court held a public hearing to hear the case, supporting the prosecution's lawsuit request and announcing the verdict in court. The court
