On February 18th, Premier Li Qiang presided over the third plenary session of the State Council to discuss the government work report to be submitted for review at the second session of the 14th National People's Congress, and mobilized efforts to do a good job in the opening of the new year. Li Qiang pointed out that reporting work to the National People's Congress is the statutory responsibility of the State Council, and forming a high-quality government work report plays an important role in consolidating consensus and strength from all parties. We should actively respond to social concerns, fully listen to opinions from all parties, and further revise the report. Li Qiang pointed out that at the beginning of this government's performance, it was clearly stated that it should be a good executor, activist, and practitioner in implementing the decisions and deployments of the Party Central Committee. Whether in this year's work or throughout the entire term of this government, we must firmly practice this positioning and continuously enrich our practical connotations and achieve new improvements in fulfilling our duties. Li Qiang emphasized that the plan for the year lies in spring. The Spring Festival holiday has passed, and all departments of the State Council should quickly enter a working state in accordance with the deployment of the Central Economic Work Conference, and work hard to promote high-quality development and achieve new results. We must strengthen our confidence, muster up enthusiasm, further boost the spirit of work and entrepreneurship, devote ourselves to work with full enthusiasm, take solving practical problems of concern to the masses and enterprises as a breakthrough point to open up the work situation, do more things that are conducive to boosting confidence and expectations, maintain consistency and stability in policy formulation and implementation, and take practical and effective actions to boost the confidence of the whole society. Secondly, we must prioritize practical work, seize every moment, firmly establish the guidance of practical work, and effectively transform the sense of responsibility of "constantly feeling at ease" into the action force of "having a deep understanding of everything". We must strive to seize the opportunity of work, strive to achieve practical results in all work as soon as possible, trust the people with practical results, and ensure that the final effect is in line with the decision-making intention of the Party Central Committee. We will not seek refuge in the three important matters, overcome difficulties, and plan and advance our work in depth according to a systematic concept. We will adhere to the use of reform methods to solve problems in progress, be brave enough to break through fixed thinking patterns and path dependence, continuously enhance the creative leadership of our work, and make every effort to promote the resolution of contradictions and problems. The fourth is to enhance efficiency, strengthen collaboration, further enhance global awareness and overall perspective, take the initiative to take a step forward in work, make good use of the consistency evaluation mechanism of macro policy orientation, improve the mechanism of "efficiently completing one thing" in government services, establish and improve the closed-loop management mechanism for promoting implementation, and continuously improve overall administrative efficiency.
